As a product of Marvel's attempt to cash in on the popularity of 1970s blaxploitation, Luke Cage has a rogues gallery full of mafiosos and gangsters. Thanks to the grounded nature of these characters, many of them were easy to translate onto the small screen in the realistic world of the Netflix Marvel show, though one particular villain took some reconfiguring.

Mr. Fish is easily one of Luke Cage's weirdest and most cartoonish opponents, fitting in more with the world of colorful characters heroes Spider-Man. Despite his ridiculous nature, the Netflix Luke Cage TV series was able to include Mr. Fish in a glorified cameo. To do so, the show removed the scales from his eyes and his body.

The Marvel Comics villain Mr. Fish taking on Luke Cage.

The original Mr. Fish debuted in Luke Cage, Power Man #29 by Bill Mantlo and George Tuska. Born Mortimer George Norris, he was a minor criminal who fell into the East River after being exposed to mutagenic chemicals. He came out of the water mutated into a humanoid fish and used his newfound inhumanity, technological ray gun and strength to become more established in the criminal underworld.

He and his men were able to take down Luke Cage, but Fish foolishly spared him so that Cage could hear tell his origin story when he awoke from his beatdown. This gave Cage the time to recover his strength and easily defeat Fish's men. While attacking Cage armed with a steel girder, Mr. Fish misses his target and seemingly falls to his death.

Norris survived this ordeal, running afoul of the Black Cat years later. He would eventually be replaced by Bill Norris, Mortimer's brother who inexplicably had a similar mutation. He and other former Luke Cage foes assemble into a villain group known as Flashmob and strike at the new Power Man, but they're defeated by Power Man and Iron Fist. His last appearance was in "Spider-Island," where he and other Flashmob members were some of the infected quarantined on Manhattan.

Mr. Fish in the Luke Cage TV Series

Mr. Fish's goofy name and silly appearance never availed him much popularity with Marvel fans, but he did briefly appear in Season 2 of the Luke Cage series on Netflix. In the episode "Wig Out," Mortimer Norris apprehends Misty Knight and Colleen Wing as they let off steam at a bar. Though his aims initially seem flirtatious, it's revealed that he really wants to get back at Misty for getting his brother sent to prison.

He keeps the Mr. Fish moniker, and his brother Bill's name is mentioned, but unlike the comics, he's a completely normal human. As mundane as this makes him, it's not like he was ever a major player in the comics anyway. On top of that, Luke Cage generally made the title heroes' foes a bit more grounded, typically for the better. For example, Black Mariah was transformed from an offensive caricature into a complicated but evil political figure.

The villains' names from the comics were typically adapted as street codenames, though some of these matched the comics as well. Such was the case with Diamondback and Cockroach, as well as Mr. Fish. This brief scene was Mr. Fish's only appearance in the show, as well as his only appearance outside of the comics. With Luke Cage's fading from the limelight since the show's cancellation, it's unknown where Mr. Fish will swim to next.
