After shooting the wrong inmate during an all-out fight in Kingstown's prison yard, Mayor of Kingstown Season 1, Episode 7, "Along Came a Spider" finds guard Sam being moved to the women's prison. While ushering inmates into their classroom, Sam makes eyes with some of them and they send sexual comments his way. Mariam McLusky warns he'll get in trouble before launching into her lecture about viewing the human species as a whole rather than as a collection of tribes. One inmate chooses not to listen, instead eyeing Sam with a pocket mirror as he stands in the back of the class.
Mariam's son Mike McLusky speaks to the FBI and police about the death of the FBI agent and the kidnapping of Iris. Mike's loyal brother Kyle follows him out of the meeting to question whether they're at fault for what's happened. He wonders if it's related to the money they dug up in Mayor of Kingstown's series premiere. Mike says he'll figure it all out but tells Kyle to keep the agents off of him, because he can't do anything with a tail.
Milo Sunter Makes a Move for Power
Mike returns to his office to find it sealed off as part of the crime scene. He tells his office manager Rebecca to find them a new place to work, transfer his number to a new cell phone and to trade cars with him, all so he can continue working despite the ongoing investigation. Driving Rebecca's car over to Bunny, Mike asks him if he's ever worked with Milo's crew. Bunny says he would never, and calls the gang crazy before encouraging Mike to confront his problems instead of letting them fester. It's unclear which specific problem Bunny is eager for Mike to face, but the advice is solid enough.
Perhaps acting on Bunny's suggestion, Mike heads to the prison to visit Milo in person. Milo repeats his request for a favor from Mike, but Mike only seems worried about Iris and ensuring that Milo either stays in prison or dies. Milo informs Mike that Iris failed to do her job so she's going back to her old job, but he's glad to know that the way to get to Mike is to break an angel. Milo then tells him that he only needs Mike to find a metal case in the woods and that he can take the FBI tails with him when he does. Mike doesn't agree to the favor immediately, but seems willing to take this on.
At a secret house, Milo's crew have Iris hidden away, apparently with the help of an FBI agent. The agent prepares himself to get beaten up to avoid suspicion, but Milo's crew shoots him instead -- catching his body in a tarp and lowering it slowly to the ground. Iris is then taken to the back room of a house party where the Duke sits. She's offered up as a gift to him as punishment for her failure with Mike, so the Duke and his group all claim dibs on her body.
Sam meets up with some of the other guards from the women's prison, who walk him through just how the inmates will try to manipulate him into getting cushy jobs or just try to get at him. He's advised to be a robot and stick strictly to the rules as written. As the group closes down the cells for the night, one of the inmates makes more suggestive comments toward Sam, who doesn't respond but isn't quick to avert his eyes from her mostly naked body.
Mike Warns Kyle About the McLusky Family Business
Kyle joins Mike at his cabin, bringing dinner despite claiming that he never sees Mike eat. The two share beers on the porch and talk about the favor that Milo needs. Kyle warns him that it's clearly a setup, despite the fact that Milo says they can take the FBI with them. The brothers talk about how they only get to tread water and there's no respite for them, only constant work. Kyle shares with Mike that his wife Tracy's pregnant. Mike says Kyle should stop hanging out with him, echoing their mother's warning about Mike's dangerous line of work.
In the second lethal injection scene in Mayor of Kingstown's short run, a prisoner addresses his final words to a witness in the gallery, who is almost thrown out for responding. Thankfully, the scene passes much quicker than the first execution and the prisoner quickly dies. Meanwhile, Iris wakes up in the new house she's been given to -- clearly and understandably upset. She tries to leave through an open door but is waylaid by one of the Duke's men, who tries to feed her breakfast before taking her to the shower.
At the women's prison, the inmate who's been eyeing Sam grabs him as she walks past. He eventually tells her to keep moving but it takes him a while and he only speaks up after another guard says something. Back at the men's prison, the inmates make a statement by standing with their backs against the bars during a check. The guards are worried that that the inmates will wait until the guards push them off the bars to turn around and kill them. The guards want to double down on their lockdown, but the warden insists that they meet with inmate leadership instead.
Mayor of Kingstown's Sam Falls for the Inmate's Scheme
At the negotiation, P-Dog refuses to sit at the table while cuffed and leads the discussion. The warden claims that the guards took standard actions in response to the incident in the yard. P-Dog insists that the heavy lockdown is disproportionate and only exists because the guards want overtime pay. He claims that he and the other inmates at the table know what their business is and what'll happen if they make deals with each other, but making deals with the guards is dangerous. When the warden asks what deal was made, P-Dog tells him that the inmates took out their child-murdering trash -- officially putting the warden on the scent of the previous crime. In response to the guards' actions and P-Dog's arguments, the warden lifts the lockdown.
When the body of the FBI agent that Milo's crew killed is discovered in the trash, Mike decides to head out and find the case that Milo wants located. But after seeing the scope of the land he'd have to search, he abandons the quest. At his cabin that night, the bear returns looking for more fries and eating the bird food instead. Mike throws it a bag of marshmallows but remarks that he probably shouldn't be feeding the animal -- a sentiment that probably applies to doing favors to dangerous criminals as well.
Sam makes the rounds of the women's prison at lights out, and runs into the suggestive inmate lying naked in her bed. He stands staring while her cellmate records his behavior on a cell phone. During the day, Mike returns with a metal detector and shovel to dig up Milo's metal case. After finding and unearthing the container, the series cuts to its credits, leaving the mystery box's contents as a cliffhanger for the next Mayor of Kingstown episode to solve.
