A common trait among these comic villains is that they are often more powerful than the heroes, making it even more exciting when the heroes defeat them. Many villains have loads of powers and abilities, but they never actually use them to their utmost extent.
Many Marvel villains have powers that would make them more formidable, but they don't take full advantage of their skills. There are many reasons behind this, but the fact of the matter is these supervillains would win more often if they used their powers to their full advantage. Instead, they hold themselves back by not exploring their powers and fully mastering them.
10 Cyber's Mental Powers Are Way More Dangerous Than His Physical Skills

Some of Wolverine's best villains need a comeback, with Cyber chief among them. Known for his adamantium arms, Cyber is a super strong bruiser with hypodermic claws that inject enemies with hallucinogens or poisons. He's also a powerful telepath and has survived over a century with his ability to move his mind to other bodies.
Telepathic abilities like that are far more dangerous than just punching people with adamantium arms. Cyber would do way more damage as a body jumping telepath than he does in his current form. He's had over a century to master his powers, but has never really made a serious effort.
9 The Various Dark Phoenixes Never Use Their Mental Abilities Like They Should

There have been several Dark Phoenixes over the years, each one different from the others. The Phoenix Force gives its bearer amazing cosmic powers as well as mighty mental abilities that are second to none. Each Dark Phoenix has been a dangerous threat, but they've rarely reached the full potential of their powers.
For example, the mental powers of a Dark Phoenix are such that they can overcome the most powerful telepath on the planet Earth; Charles Xavier. A Dark Phoenix's telekinesis is enough to rearrange matter at the molecular level. None of them have ever truly realized just how powerful they are, which is a good thing for the Marvel Universe.
8 Ultron Doesn't Use Half Of His Weaponry Or Abilities Anymore

Ultron has always been a grave threat to the Avengers. The mad android's adamantium shell allows him to take untold amounts of damage, and he's equipped with many powerful weapon systems. He's also tremendously strong, all of which adds up to Ultron being a devastating hand-to-hand combatant.
However, Ultron doesn't really use everything he has to his advantage anymore. To begin with, he can take control of pretty much anything run by a computer, an ability he doesn't use as much as he used to. He's also equipped with tractor beams, radiation emitters, an encephalo-beam that controls minds, and more. Ultron has so many combat options that he barely uses at all.
7 Baron Mordo Never Really Takes Advantage Of His Magic

Doctor Strange faces powerful magical threats, but the one most like him is Baron Mordo. Mordo and Strange were both students of the Ancient One, giving them a similar base of skills. This diverged over time, with Mordo specializing in the darkest magic possible. Mordo may not be the Sorcerer Supreme, but he's very powerful.
Magic gives its user all kinds of powers, and the dark magic that Mordo is a master of is perfect offensive magic. At this point, Mordo must know multiple transmutation, mind control, reality alteration, and summoning spells. He almost certainly knows things that Strange shouldn't be able to block, yet he never really does anything that isn't predictable.
6 Loki Can Do Way More Than He Does

Loki and Thor have always had an amazing Marvel rivalry, one that Thor has always had the upper hand in. But Loki is no slouch - as the God of Mischief is a master of magic and a more formidable combatant than most imagine. However, Loki is much more powerful than even he lets on.
Loki seems to enjoy causing mischief more than anything else, which is a waste of his abilities. Loki could easily cause chaos the likes of which none of the heroes could imagine. He can twist minds to their breaking point, has a god's power to back up his magic, and has centuries of combat experience. It's so strange that Loki never really uses his abilities to their utmost extent.
5 Mister Sinister's Genetic Mastery Gives Him Access To Every Mutant Power

Mister Sinister has been playing nice lately, but has a master plan that will play out in the "Sins of Sinster" event this year. The classic X-Men villain has many powers and amazing technology, but his two greatest weapons are his genetic mastery and his library of mutant DNA. Sinister has always tailored his powers to whatever he needed them to be, but he can do much better.
Sinister has access to the powers of mutants like Jamie Braddock, Tempus, Proteus, Elixir, Vulcan, and so many more. Sinister could basically make himself into a god if he really wanted to. The fact that he hasn't is mystifying.
4 Vulcan's Powers Are Held Back By His Own Instability

Many Marvel villains have a plethora of powers, some more powerful than others. Vulcan is an Omega level mutant whose energy powers give him an arsenal of abilities that few can match. Vulcan has complete control over energy, allowing him to not only produce it, but manipulate the energy of anything around him.
Vulcan's powers are the kind that can wreck an entire planet. He can drain stars, the heat energy of planetary cores, and use the energy of the cosmos. However, he's also known for being extremely unstable and prone to wild fits of anger. This is what keeps him from using his powers like he could.
3 Kang's Time Travel Technology Gives Him Options He Doesn't Use

Kang is a long time Avengers villain, having traveled time and space to conquer the most powerful enemies of the MCU. Kang could easily go back in time and kill everyone as children, but he doesn't because that's dishonorable. However, that doesn't mean he can't do more.
For example, Kang's armor should be basically indestructible against any present day weapons. He has access to technology from unimaginable futures, and alloys that are proof against anything from the present. He can get his hands on weapons that would be one hit kills against any hero and can age things to dust if he needs to. Kang doesn't take advantage of time travel tech nearly as much as he should.
2 Doctor Doom Has Everything He Needs To Win

Many Marvel villains have great toys, and Doctor Doom's have always been among the best. His armor can drain the power of gods and has weapons systems that are more powerful than Iron Man's. On top of the gadgets, Doom is also a master sorcerer, always in the running for Sorcerer Supreme.
Doctor Doom is just under Doctor Strange in magical power, but he rarely uses that power as much as he could. With his time machine, Doom could easily get his hands on greater computer systems, energy sources, and alloys. It honestly feels like he handicaps himself most of the time.
1 Apocalypse Doesn't Use His Mental Powers Like He Could

Marvel villains and high kill counts go together, with an immortal like Apocalypse having a ridiculously long trail of bodies strewn behind him in time. Apocalypse has many powers, most built around his complete control of his molecular structure, as well as amazing psionic powers. All of his abilities are enhanced by Celestial technology, which also gives him energy manipulating power.
Apocalypse is known for being an amazing combatant, but his powers aren't just physical. Apocalypse's mental powers are quite strong, yet he doesn't really use them for anything other than communication. He's even a cyberpath, allowing him to control technology mentally. Apocalypse should definitely use his amazing mental powers more.
