Belldandy may be called a goddess in her strange slice-of-life anime, but she certainly has all the traits of a talented witch. Not only can she repair objects, which is a skill witches in the Harry Potter universe have demonstrated, but she can also grant wishes and perform cleansings.
Belldandy's also talented when it comes to casting spells and deterring evil spirits from harming other people. She may be kind, but she's one of the most powerful magic users in anime, which would certainly make her one formidable witch.
6 Nobara Is A One Witch Army (Jujutsu Kaisen)
Nobara is an unconventional magical girl. She doesn't have a transformation sequence or wears frilly outfits, but she's just as much a magic user as any other magical girl. More importantly, she's tough as nails and crazy enough to pull out all the stops to achieve victory.

She may not be a natural when it comes to creating potions and casting spells but as a Sleigh Beggy she has the potential to be an incredibly powerful witch. She naturally pulls in magic and has a nearly unlimited magic supply because of that, which makes her practically unbeatable.
4 Izetta Is An Unconventional Witch (Izetta: The Last Witch)
As one of the last witches and the savior of an entire country, Izetta has a lot of pressure on her shoulders. Unlike most magical girls, her powers don't come from within her but from the magical ley lines that travel throughout the entire world. This makes it incredibly difficult for her to perform magic in certain locations, but that doesn't stop her from protecting the people she cares for.
When Izetta is able to perform magic, she's pretty powerful. She can turn anything she touches into a broom for her to fly on, and she can even control bombs and other weapons to assist her in battle. Izetta is certainly an unconventional witch, but she's also a very powerful one who'd make a decent magical girl.

By collecting wonder eggs, Ai Ohto is able to save the lives of girls who have taken their own lives with the intention of saving the life of the friend she lost. However, in order to do so, she needs to fight evil creatures known as haters. Although it's a lot harder for her to be killed when she's in the dream world, those injuries still carry over into the real world.
Despite that, Ai still takes on every challenge she comes across and uses her abilities to fight back and protect others. She may not be the most skilled as a magical girl, but she certainly is the most determined to make a difference, which is a great quality for a witch to have.
2 Madoka Sacrifices Herself To Save Everyone (Puella Magi Madoka Magica)
Madoka is a little too trusting when she becomes a magical girl. Because of that, she and her friends get themselves into a lot of trouble with their questionable decisions. Even with the truth hanging over her head, she manages to be an incredibly competent magic user who certainly isn't the type to give up, even if victory seems impossible.
In fact, Madoka's the type to sacrifice herself for the greater good, which not only saves the world but changes her into one of the most powerful witches in anime. It's likely that fewer characters in Harry Potter would have died if Madoka had been there to save them.
1 Noel Is Serious About Being A Witch (Burn The Witch)
Noel is a conventional type of witch but that certainly doesn't make her any less powerful than any other magical girl. Her skills with a broom are superb, and she'd probably be excellent at quidditch if she tried.
Noel is also incredibly smart and level-headed, which is most important when dealing with tough situations. She may not feel a need to save the world like other magical girls, but she certainly takes her job seriously, which is just as important.
