At the end of Loki Season 1, the titular God of Mischief and his partner/variant Sylvie come face-to-face with a variant of Kang the Conqueror. Head writer Michael Waldron confirmed that that was always been the plan.

"I was fighting for that from the beginning," said Waldron, in an interview with CBR. "That was what I wanted. I think the onus on us was to prove why that made sense. As our story came together, and as we realized this isn't just a time travel story, this is a multiverse story, and as we really built out what was going to be the mythology of the man behind the curtain, so to speak, it just made sense. Who is more dangerous, who would you want to contain the variants of, more than Kang the Conqueror?"

At the beginning of the series, the Time Variance Authority blindly follows the orders of the Time Keepers through Judge Ravonna Renslayer, who supposedly acts as their intermediary. As Loki joins them on missions to stop the mischievous variant Loki's mucking up the Sacred Timeline, the reformed villain learns more about the TVA's true intentions. Loki meets his variant Sylvie and has his suspicions confirmed. Sylvie reveals that the TVA agents were once normal humans and not created by the Time Keepers. The two of them hesitantly join forces to discover who's really behind this timeline conspiracy.

In Season 1, Episode 5, "Journey Into Mystery,"Loki and Sylvie are pruned and arrive in the Void. This point at the end of time is host to other Loki variants from pruned alternate realities including Classic Loki, Boastful Loki, Alligator Loki and Kid Loki. After the main Loki and Sylvie devise a plan to defeat Alioth, the powerful entity tasked with guarding Void, and with a magical assist from Classic Loki, they succeed. The pair enter the Citadel at the End of Time and finally find He Who Remains who turns out to be a variant of Kang the Conqueror, a terrifying and despotic time-traveler who is currently believed to be the next MCU Big Bad. He Who Remains gives them an ultimatum: either take over his role and maintain the Sacred Timeline, or kill him and start the Multiversal War.

Johnathan Majors, who played He Who Remains in Loki, appears to be returning for Antman and the Wasp: Quantumania as Kang the Conqueror. As for Loki, he will return in Doctor Strange in the Multiverse of Madness along with Strange, of course, and Scarlet Witch in a story that will involve the fractured timeline.
