The anime's taciturn protagonist Shōko Komi will be played by voice actor Aoi Koga, who has previously voiced Kaguya in Kaguya-sama: Love is War and Naru in A Certain Scientific Accelerator. Gakuto Kajiwara, who voices Asta in Black Clover and Shinra in Fire Force, will play Komi's first friend and love interest Hitohito Tadano. Rie Murakawa, the voice actor of Anzu in Hinamatsuri and Ram in Re:Zero, will join Koga and Kajiwara as Najimi Osana, the flighty childhood friend of nearly everyone at Komi's school.

Komi Can't Communicate will be directed by Kazuki Kawagoe (Beyblade Burst franchise storyboarder and episode director), with Ayumu Watanabe (After the Rain, Children of the Sea, Major 2nd) serving as the chief director. Deko Akao (Noragami, Snow White with the Red Hair, Carole and Tuesday) is in charge of the series composition, and Atsuko Nakajima (Hakuoki: Demon of the Fleeting Blossom, Ranma 1/2, Tokyo Ghoul:re) will work on character designs. OLM, the studio behind anime like Pokemon, Berserk, Inazuma Eleven and the currently airing Odd Taxi, will produce the series.

Tomohito Oda's manga began serializing in Weekly Shōnen Sunday in 2016 and has been amassed into 21 volumes since then. During its five-year run, Komi Can't Communicate has become incredibly popular for a short-form manga, having sold over 5 million copies. Komi Can't Communicate also won AnimeJapan's 2020 poll for the manga fans most wanted to see adapted into an anime. In 2019, VIZ Media began releasing Komi Can't Communicate to North American audiences and so far has translated and published the series' first 12 volumes. Volume 13 is scheduled for release on June 8, with Volume 14 scheduled for release on August 1o.

Komi Can't Communicate follows the comedic and awkward adventures of its titular protagonist Komi, an attractive high school girl whose social anxiety prevents her from speaking to her classmates. When she and wallflower Hitohito Tadano find themselves alone in their classroom on the first day of high school, they somehow become friends, and Komi reveals to Tadano her goal to make a hundred friends. Tadano agrees to help her, and the two set off on their quest to overcome personal awkwardness and to befriend each of their classmates.
