Harley Quinn's mission with her new team has already gone wrong but it wasn't their fault. Harley Quinn #19 (by Stephanie Phillips, Georges Duarte, Romulo Fajardo Jr., and AndWorld Design) unveiled a new branch of the military whose sole purpose is to monitor Earth's orbit to determine if any unidentified objects leaving or approaching Earth are threats. It seems that in the absence of the Justice League, this same organization has become a bit trigger-happy.

It's not surprising that there is a military group responsible for such activities, what's telling here is how quickly they were ready to shoot down an unknown vessel just because it might be a threat. While the Earth may have lost its greatest defenders, the remaining government forces responsible for keeping the planet safe appear to have become much more twitchy when it comes to potential threats. This bodes poorly for a future without the Justice League.

Orbital Defense Military

This unknown military group most likely belongs to America, but what they had to say about themselves is interesting. They claim to be the first line of defense against any potential threat in the skies, implying that there exist other organizations like them, but that act as a follow-up should this group fail in their mission. At the same time, their specific task of monitoring Earth's skies seems to make them think they are the only line of defense against any kind of incursion.

This is fairly telling about their mindset. The Justice League's perceived death has motivated this line of thought, but it also seems to have completely made them forget that there are still other heroes to protect the Earth. Granted, those heroes are stretched pretty thin between Deathstroke's attacks and other problems, but they haven't vanished. If anything, this shows that the organization has a mixture of arrogance and disregard for the remaining heroes. They either believe the next generation is unfit to protect the world, or they simply don't care and view this as their time in the spotlight. Yet, their behavior also indicates a heightened level of fear.

The Military Shoots at Harley Quinn

Without the Justice League to take on the worst of the attacks that frequent Earth, it falls on those who remain to do so. They know just how devastating a threat that could challenge the Justice League could be, and no one would envy being put in that position. In this regard, considering an ordinary government military branch as an effective replacement for them is not only putting an undo amount of stress on them, but also incredibly reckless.

These trained military professionals have opened fire on an unknown projectile without putting in any effort ot identify what it could be. For all they knew, it was another branch of the U.S. military launching an experimental vessel, and they just shot a missile at it. The loss of the Justice League has affected many, from heroes to villains, but it has also made the normal population of the planet more unstable now that something they always assumed would be it is gone.
