The Justice League is one of the greatest super teams in comics. Consisting of some of the most powerful heroes in the DC Universe, the Justice League was brought together to face down the types of threats that no one hero could defeat on their own. They've faced down some of the most deadly threats the DC Universe has to offer and are always ready to protect the people of the Earth.

Not every villain can be a massive universe ending threat, though. Some of the League's best villains are smaller scale but are still worth a look. These are all cool B-listers who deserve more praise than they get.

10 Shaggy Man

Shaggy Man is a mindless, indestructible android. Created from a synthetic human tissue substitute called plastalloy and spliced with salamander DNA, Shaggy Man would relentlessly attack everything around it. The League battled the monster on multiple occasions, as many of their enemies tried to use it against them.

Eventually, General Wade Eiling would take over the Shaggy Man, transferring his mind into the beast, shaving off its hair, and calling himself the General. Since then, it hasn't been seen much, which is a shame. Shaggy Man will never try to take over the universe but is always good as a henchman.

9 Solomon Grundy

Solomon Grundy gets around the DC Universe, battling all kinds of heroes. A super-strong zombie, every time Grundy is reborn, he has a different personality; sometimes, he's a Hulk-like rage monster, sometimes a cunning mastermind, and once a gentle giant that hung out with Starman. Grundy has faced the League on many occasions and is always entertaining.

Every super team needs a big dumb monster to fight and Solomon Grundy supplies that for the Justice League. His changing nature upon resurrection is also very interesting, making the character one who can be used in all kinds of stories.

8 T.O. Morrow

T.O. Morrow debuted back in the Silver Age. A mad scientist, Morrow specialized in creating powerful and sophisticated robots, including the Red Tornado, one of the most powerful robots in the DC Universe. Even though Red Tornado would end up joining with heroes, Morrow still thought of him as a success, as Red Tornado had proven himself capable of growing beyond his programming.

Villains like T.O. Morrow don't show up very often nowadays, as the time of mad scientists in comics has mostly ended. However, Morrow is still a great villain who deserves another shot at glory.

7 Prometheus

Prometheus was created during Grant Morrison's JLA run. Presented as an evil Batman, he would almost singlehandedly take down the team—before a variable he didn't plan for in the form of Catwoman threw a wrench in his plans. A skilled and ruthless villain, Prometheus uses his abilities and bag of tricks to tackle the heroes.

While a lot of his subsequent appearances weren't nearly as great as his first, Prometheus still has a lot of potential as a villain. Anyone that can beat the Justice League all by themselves is a force to be reckoned with.

6 The White Martians

There were two different types of Martians- the Green and the White. While the Green were the artists and philosophers, the White Martians were the soldiers, the ones who defended the people. After the destruction of the Martian race, the remaining White Martians would terrorize the galaxy, using their shapeshifting skills and amazing powers, the same ones Martian Manhunter has, to try and win a new home.

Having faced the Justice League several times, the White Martians always make for interesting foes. There are few villains who can pose such a threat to the Justice League; while they have a mundane weakness- fire- their power level more than makes up for it.

5 Amazo

Created by Professor Ivo, Amazo is one of the deadliest androids in any comic universe. Given the ability to copy the powers of any metahuman it encounters, Amazo has all the powers of the Justice League. That pretty much makes it able to defeat just about group of lesser heroes it comes up against and makes it a match for the League itself.

Amazo is always a nice threat to throw at the Justice League. Its power level means that it can hang in battle with the League and the fact that it's an android means that they can cut loose against it.

4 Felix Faust

Alive for millennia, Felix Faust is a powerful magic-user. Always after more power, Faust has sold his soul multiple times over the years. In modern times, the League always stood in his way, foiling his schemes and keeping him from gaining enough power to subjugate the Earth.

While he would often summon help from the Demons Three, Felix Faust was more than powerful enough on his own to stand up to the League. Right now, the League doesn't really even have any magic users that can stand against him, making it a great time to strike for him.

3 Despero

The tyrannical ruler of the planet Kalanor, Despero used his telepathic skills to bedevil the League before getting a major physical upgrade. Now able to punch it out with the best of them, Despero would throw himself at the Justice League time and again, trying to get revenge against them for all the years of defeats the team has handed him.

Despero is a great multi-faceted threat- he can fight it out with the strongest members of the League, has amazing telepathic skills, and is much smarter and craftier than he appears to be. He's exactly the kind of villain that deserves a little more time in the sun.

2 Vandal Savage

Vandal Savage has been alive since the dawn of humanity, when he encountered a radioactive meteor. It would make him immortal and enhance his strength and intelligence, beginning him down the road of evil. Over the centuries, Savage has accumulated vast resources, using them in his quest to take over the human race.

Vandal Savage is one of the League's oldest villains- in more ways than one- and the threat he poses always makes him an interesting villain for the team to fight. A villainous mastermind on par with Lex Luthor, Vandal Savage is one of the League's deadliest foes.

1 Starro the Conqueror

Starro the Conqueror was the first villain the Justice Legaue ever faced. An alien starfish from the stars, it may seem like a lame Silver Age throwback but Starro has always posed a massive threat to the team no matter how hokey he seemed. Starro uses smaller versions of itself to control minds and is able to control a city with ease.

It also has a variety of other powers as well, making it very hard to fight. Always a dangerous threat whenever it shows up, Starro doesn't get a lot of love nowadays but definitely deserves it.
