The story doesn't spell out the fact that Megumi will surpass Gojo, but it does suggest that Megumi has only just begun his journey toward strength.

The Shibuya Incident arc gives viewers their first true taste of Sukuna's unbridled power. Although his duel with Gojo in the 2nd episode was entertaining, it was a relatively weak display of jujutsu sorcery.
The Sukuna fans meet after eating 10 fingers during the Shibuya Incident arc is able to set his domain over miles of land and even mimic Jogo's fire-based cursed technique. This version of Sukuna is powerful enough to defeat the Divine General Mahoraga, Megumi's most powerful shikigami.
2 After Removing Gojo Sensei With The Prison Realm, JJK Prepares For Its Tournament Arc
Anime-only fans can and should be excited about the next few arcs being adapted for the screen. The Cursed Child arc and Gojo's Past arc are beautiful flashbacks into a world of jujutsu sorcery that isn't threatened by Ryomen Sukuna. Neither of these two arcs is a tournament arc that sees the most powerful sorcerers in Japan fight for their life.
After Gojo was sealed during the Shibuya Incident arc, Kenjaku announced The Culling Game. While Yuji, Yuta, and Megumi fight for their lives to save Japan, Gojo will have to sit on the sideline like JJK readers and patiently wait for Gege Akutami to tell the story of The Culling Game.
1 Megumi Is The Head Of The Zenin Clan
Megumi pushes the limits of his cursed technique more than any other character in the first season of the Jujutsu Kaisen anime. This development continues throughout the arcs that haven't been animated as well.
If Megumi masters the Ten Shadow's technique and brings the Divine General Mahoraga under his control, he could overcome even Satoru Gojo's in combat. This power is what makes Megumi a great family head, but it is in Megumi's kind heart that the Zenin's will learn to grow out of the ashes that Maki sprinkled all over the Zenin estate.
