The Marvel Universe is full of monsters, and the Hulk has been one of the powerful of them all for six decades. As destructive as the Jade Giant has been, his meek alter ego of Bruce Banner is the one who has appeared to have gone over the edge recently. While Bruce Banner has become an abject villain on his own world, another is suffering from the hand of the most ambitious version of his oldest enemy that Banner has ever encountered.

The Bruce Banner of the primary Marvel Universe has come face-to-face with a variant of himself from another world, as well as their horrifying crimes. This other world, one ravaged by Gamma radiation, has also come up with a unique method of dealing with the mutates who continue to emerge. Rather than corral them, President "Thunderbolt" Ross has tasked his world's version of Banner with exiling the Gamma Mutates to the void between realities, as revealed in Hulk #4 (by Donny Cates, Ryan Ottley, Cliff Rathburn, Frank Martin, and VC's Cory Petit). Additionally, it isn't just the Gamma Mutates who have been excised from this alternate Earth, but seemingly all of its heroes, including those he once considered friends such as his fellow Avenger Tony Stark, aka Iron Man.

In the case of Marvel's mutants, their rise to prominence was seen as a side effect of the Gamma radiation that had flooded the planet. Under this guise it was easy for President Ross to have Xavier's School wiped off the map in a calculated nuclear strike. This development echoes many of the X-Men's fights against anti-mutant terrorists over the years in the worst way, and speaks to just how twisted this world's version of Thunderbolt Ross has become. Whether as a general in the U.S. military or acting president, Ross has always been a smart and cunning opponent, and there is no doubt that he knew what the X-Men really were before he gave the order to have them killed.

The lack of heroes doesn't just extend to Iron Man and the X-Men, but to nearly every hero on this new version of Earth. Without these iconic figures leading the charge, the Avengers never came together, nor did any of their usual allies. This has lead to a world where Ross is the supreme authority that no one dares to challenge.

In effect, President Ross has made it impossible for anyone to unseat him without making themselves out to be a villain in the public eye before incurring his deadly wrath. It is with this stranglehold on saving the world that Ross has both become untouchable and achieved everything he ever thought he wanted.

Unfortunately, attaining absolute dominion has also sent Ross spiraling into the same position as every other despot the Hulk has faced. And, if history is any indication, it won't be long before President Ross is looking at a forced retirement.
