There have been several iconic characters in GTA over the years, but there have also been some cases of lesser or supporting characters voiced by iconic actors. Officer Frank Tenpenny was one of the main antagonists of Grand Theft Auto: San Andreas. Despite being an officer of the Los Santos Police Department, Tenpenny was corrupt and also a part of C.R.A.S.H, the group of corrupt officers and like-minded individuals who would form a sort of gang themselves.
Tenpenny was voiced by the one and only Samuel L. Jackson. Jackson has been in so many iconic roles over the years, from the likes of Nick Fury in the MCU and Mace Windu in the Star Wars universe, to his iconic roles in Pulp Fiction and Coach Carter.

Joe Lo Truglio may be well known for his comedic role in Brooklyn Nine-Nine as Charles Boyle, but he also voiced antagonist Vincenzo Cilli in Grand Theft Auto: Liberty City Stories. Cilli was a main antagonist for the first half of the game as a member of the Leone Family who led Toni into a pre-organized trap, cementing his betrayal.

Donald Love is a character that has appeared in three of the main series of Grand Theft Auto games, receiving a different voice actor and a slight character revamp each time. As well as appearing in Vice City and Liberty City Stories, the version of him in GTA III saw him voiced by Kyle MacLachlan.
MacLachlan starred in Twin Peaks as Special Agent Dale Cooper and as Paul Atreides in the 1984 version of Dune. MacLachlan might be more recognizable for younger audiences from his roles as The Captain in How I Met Your Mother and Calvin Zabo in Agents of S.H.I.E.L.D.

Thomas "Tommy" Vercetti was the main protagonist of Grand Theft Auto: Vice City and was voiced by renowned movie actor Ray Liotta. Liotta was the main character Henry Hill in the iconic 90s movie Goodfellas and has since played a wide variety of roles, spanning from Bee Movie to the Hannah Montana series, as well as Sin City: A Dame To Kill For and Muppets Most Wanted. Tommy Vercetti is often considered one of the best GTA protagonists among fans due to his quick-to-action mentality and contrasting intelligent yet temperamental nature.

Kevin McKidd is a Scottish actor who has been a longstanding member of the Grey's Anatomy cast as Dr. Owen Hunt, but has also appeared in the likes of Trainspotting in addition to voicing Batman in the animated movie Justice League: The Flashpoint Paradox.
McKidd also voiced the iconic role of Soap MacTavish in the Call of Duty: Modern Warfare franchise, albeit only in the second and third installments, when Soap was more than just the playable character. He also brought the unique character of Jezz Torrent, lead singer of the band Love Fist, to life in Grand Theft Auto: Vice City.

Burt Reynolds was an icon and famed superstar with a storied acting career stretching back to 1958. In addition to his involvement with movies such as Boogie Nights, Reynolds was a part of the Grand Theft Auto family in Vice City, where he voiced Avery Carrington.
Carrington was among Vice City's most elite group of people, with him financing the construction of a building in Vice Point. He would frequently try to get the game's protagonist Tommy Vercetti to do jobs for him, such as eliminating a man that had previously refused to do business with him.
4 Leader Of The Cubans Umberto Robina Was Brought To Life By Danny Trejo
Umberto Robina appeared in both Grand Theft Auto Vice City and Vice City Stories as the leader of the Los Cabrones, also known as the Cubans. Robina was a powerful ally to both games' protagonists, Tommy Vercetti and Victor Vance respectively.
Robina was voiced by Danny Trejo and was one of several video game roles that the seasoned actor took on, including games like Fallout: New Vegas. Trejo has played several aggressive roles over the years from the titular character in Machete to Romero "Romeo" Parada in the Sons of Anarchy television series.

Barry Micklethwaite was a Talent Manager who appeared in Grand Theft Auto: Vice City Stories alongside Phil Collins, who played himself as a client of Barry's.
Micklethwaite was from Birmingham in the United Kingdom and was voiced by British actor Timothy Spall, who has certainly had a distinguished career himself. Spall was the despicable and cowardly rat-changing Peter Pettigrew in the Harry Potter franchise as well as Mr. Poe in the movie version of A Series Of Unfortunate Events back in 2004.

Mike Toreno was an undercover agent in Grand Theft Auto: San Andreas with a mysterious and largely unexplored past. Toreno was largely a quest-giver for Carl and would often use his ties as an agent to incentivize Carl and others to work for him.
Toreno was voiced by the legendary James Woods, who has had a storied and successful career. Woods brought the iconic character of Hades to life in various formats, from Hercules to the Kingdom Hearts games. Woods also appeared in several episodes of Family Guy as himself, resulting in hilarious interactions and complicated relationships, especially with Peter Griffin.
