The fourth season of Gotham is shaping up to be absolutely filled with members of Batman's extensive rogues gallery, from series mainstays like the Penguin, the Riddler and Poison Ivy to newcomers Solomon GrundySofia Falcone and Professor Pyg. However, the most chilling foe that Jim Gordon, and presumably Bruce Wayne, face is Scarecrow, who takes center stage in a new promo in which he promises to show Gotham City what it means to fear.

The TV spot features a bulk of the show's ensemble cast, including some new footage of Bruce fighting crime in his proto-Batsuit. Still, regardless of which side of the law they fall on, everyone seems to recognize the severity of the threat posed by the sinister Scarecrow.

A LICENSE TO KILL

Gordon fears Jonathan Crane (guest star Charlie Tahan) is still alive and back in Gotham, when The Scarecrow’s signature MO is used in a series of robberies. Meanwhile, Penguin’s “licensing” of crime in the city backfires during the grand opening of his new Iceberg Lounge. Also, in the aftermath of his encounter with Ra’s Al Ghul, Bruce begins his vigilante watch in the all-new “Pax Penguina” season premiere episode of GOTHAM airing Thursday, Sept. 21 (8:00-9:00 PM ET/PT) on FOX.
