In the "Future State" timeline, Bruce Wayne is believed to be dead, but in fact, he's actively working from the shadows to dismantle the Magistrate -- a military-like force whose purpose it is to hunt down any masked individual still operating in Gotham City. In accordance with the GCPD, the Magistrate has a "shoot on sight" law that applies to anyone wearing a mask. But even if there are two separate units patrolling the streets of Gotham, the city still has its own protector: Tim "Jace" Fox, who has taken it upon himself to operate as the next Batman.

The new Dark Knight is a target of both the Magistrate and the GCPD, and that makes his mission all the more difficult. Now, in The Next Batman #3, Jace Fox finds himself cornered. Luckily, he has a bit of help thanks to Detective Chubb, his very own ally in the police department.

In The Next Batman #2, Jace was pursuing a pair of masked thugs who had committed murder. The situation got more complicated, however, when they were revealed to be a couple seeking revenge for their daughter's death. Since the culprits were wearing masks, they too are being hunted by the Magistrate, who would most certainly enforce the law and kill them. But the new Batman is a firm believer in justice; he doesn't want to see the couple brutally taken out by the Magistrate. He wants them to live, but he also wants them to face prosecution for what they did. It's a complicated situation for him, but in The Next Batman #3, he decides to protect the couple from the Magistrate until he can safely deliver them to the GCPD.

The Magistrate are essentially dangerous killers who operate freely. But the police are still meant to follow the law to protect and serve the people of Gotham. Therefore, to help the couple survive the Magistrate, Jace uses a burner phone to get in contact with an officer he trusts -- someone he knows will do the right thing: Detective Chubb.

Next Batman Detective Chubb

When Chubb gets Batman's call, she knows exactly who she is speaking to. Given that masks are illegal in Gotham, she is certainly no fan of the Caped Crusader, and she jokingly asks him to surrender himself to make her life easier. Jace explains the complicated situation to her, appealing to Chubb's better angels by saying that he knows she is a good person, a good detective who won't blindly follow the Magistrate's law.

Chubb concedes and agrees to help Batman even though he is her primary target. By doing this, the detective shows how good a person and detective she is. In doing so, she is also proving herself to be this new Batman's very own Jim Gordon.

The relationship between Batman and Jim Gordon started out in a similar fashion. Both were on the same side, but their glaringly different methods often had them at odds with each other. Still, they worked together because of their common belief in doing what was right -- just like Jace and Chubb are doing. Before long, Chubb might even stop being Batman's enemy altogether to become his most trusted ally in the GCPD.
