9 The Original Greed

As his name suggests, Greed demands the finer things in life and is willing to do whatever it takes to get them. Even if this means using aggressive methods.
As the “Ultimate Shield,” Greed can cover his entire body in indestructible armor. Combined with his fighting skills and immortality, he is one of the strongest characters in terms of hand-to-hand combat.
While his second reincarnation in Brotherhood is slightly stronger, he is more of an anti-hero. Thus, the original Greed is far more deserving of the title of villain.
8 Gluttony
For all intents and purposes, Gluttony is basically a big fat child. Granted, he is a very dangerous one with a love for human flesh.
In addition to his immortality and superhuman strength, Gluttony also possesses an enhanced sense of smell and the ability to eat anything or anyone. In Fullmetal Alchemist: Brotherhood, Gluttony is actually a failed attempt at recreating the Portal of Truth. When assuming his true form, Gluttony can swallow anything within a certain range and seal it in another dimension.
If it were not for his innocent nature and low intelligence, Gluttony would easily be one of the strongest Homunculi.
7 Sloth (Brotherhood)
He may be the embodiment of indolence, but Sloth is no slouch when it comes to fighting.
Despite not having the Ultimate Shield, Sloth’s body is durable enough to withstand a direct hit from a rocket launcher. Even tank artillery barely pierces his skin. He is also incredibly strong and was responsible for carving the countrywide transmutation circle using his bare hands.
He is also known as the fastest Homunculus and can move so fast he appears as nothing more than a blur.
In the end, it took the combined efforts of Major Armstrong, his sister Olivier, Izumi, and Sig Curtis, as well as several soldiers to defeat him.
6 Envy
With the power to shapeshift into different people, animals, as well as transform his limbs into weapons, Envy is the most versatile Homunculus and can adapt to almost any situation. He can also transform into a giant chimera-like monster, which is powerful enough to take on an entire army. 5 Dante
Dante, who replaces Father in the 2003 anime, is one of the most underrated, yet powerful villains in the Fullmetal Alchemist franchise.
Unlike Father, Dante was originally a human who survived by transferring her soul into different bodies for over 400 years. Unfortunately, this also caused her to slowly rot from the inside and drove her to seek immortality by creating a Philosopher Stone.
Like Father, she also secretly controls Amestris and its military. She is also a very powerful alchemist rivaling the likes of even Hohenheim. She can create living constructs using alchemy and can even remove the Homunculi’s personalities, turning them into unstoppable killing machines.
4 Solf J. Kimblee
Despite not being a Homunculus, Solf J. Kimblee is one of the strongest humans in the series. As the Crimson Alchemist, Kimblee’s specialty is transmuting matter to cause unstable reactions and create massive explosions. After being given a Philosopher's Stone, the range and power of Kimblee’s alchemy drastically increased.
Even though he was eventually eaten and absorbed by Pride, he was still able to retain his individuality. His will was so strong that he even managed to temporarily subdue Pride. He even berates him for his lack of resolve and attempts to abandon his pride as a Homunculus by trying to take over Edward’s human body.
3 Wrath The Furious
From a young age, Bradley was one of many candidates chosen to be groomed as the future ruler of Amestris. After surviving the process of absorbing a Philosopher Stone filled with angry souls, he becomes the human-based Homunculus Wrath.
Unlike other Homunculi, he cannot regenerate wounds, nor slow down his body’s aging process. In exchange, his physical abilities were increased to beyond superhuman levels. His “Ultimate Eye” allows him to anticipate and counter his opponents' moves, as well as identify and exploit their weaknesses.
At his full strength, Wrath easily defeated dozens of elite soldiers and a tank, armed with only a sword and a grenade.
2 Pride
As the First Homunculus, Pride bears the closest resemblance to Father's original form. With Selim Bradley acting as his container, Pride’s true form appears as a large mass of shadows bearing multiple eyes and mouths.
By manipulating his shadows, Pride can attack several opponents at once and pierce through almost anything. He can also extend his awareness through his shadows allowing him to see and hear his enemies anywhere within Central or within the tunnels of the countrywide transmutation circle.
Pride can also increase his strength by devouring his siblings. In doing so, he absorbs their abilities and makes them his own.
1 Father
Originally known as Dwarf in the Flask: Homunculus, Father is the founding Amestris and for teaching its people Alchemy.
With a Philosopher Stone containing over half a million people from the Kingdom of Xerxes, Father is incredibly powerful. Not only can he perform alchemy without moving, but he can also temporarily prevent other alchemists from using alchemy.
After using the people of Amestris to consume “God,” Father gained its power. In his most powerful form, he can perform impossible feats like create a miniature sun in the palm of his hand.
The fact that Father was able to swallow “God," more than justifies his position as the strongest villain in the series
