While Goku was able to access Ultra Instinct during the Tournament of Power, the hero found himself unable to use the form with any regularity afterwards. However, after an encounter with Moro that nearly proved fatal, Goku resolved himself to master Ultra Instinct and left to train with the Angel Merus.

Although Goku wasn't able to master Ultra Instinct, Merus was able to teach him the Sign level of the technique, which while powerful also proved draining. In the end, though, Goku wasn't able to defeat Moro, as the energy-absorbing villain proved much too formidable. This left Earth in a desperate state, as none of the Z-Fighters could contend with the deadly villain. In response, Merus came to Earth and fought Moro, destroying the villain's ability to copy the powers of others. However, this came at a great cost since, as an Angel, Merus is not allowed to interfere in such a way.

As Merus faded from existence, the Angel explained to Goku that the Saiyan would have to protect the universe following his death. The pain of this death led Goku to access the next level of Ultra Instinct, which Merus believes will make him essentially unstoppable.

In Dragon Ball Super Chapter 64, Goku fights Moro, revealing that he's now able to access Ultra Instinct Perfected. From there, every one of Moro's attacks fails to hit Goku, with the hero explaining that his body is now reacting on its own. However, Ultra Instinct Perfected isn't just a pure defensive upgrade, as at one point, Goku hits Moro so hard that shockwaves race across the planet. As the chapter wraps up, Moro seems to have been pretty much entirely defeated, though Goku is seemingly opting not to kill him.

The display of power impresses everyone watching. The Z-Fighters, for their part, are astonished by Goku's new power, while even Beerus admits, "The way [Goku] fights is godlike." Thanks to Ultra Instinct Perfected, Goku's power is now on a whole new level, and the villain seems very unlikely to succeed against the hero. However, if Moro -- who easily beat pretty much everyone against whom he fought -- doesn't stand a chance against Goku, that then raises a question of just who might be able to take on the Saiyan in the. So to find his next challenge, Goku might just have to look to other gods, as there may be nothing else in the universe that can match him.
