The S-Cells in their body that allows them to transform into a Super Saiyan need to be enough and it is believed that their count increases if a Saiyan has a gentle spirit or in other words, he/she has a pure heart. Of course, Vegeta doesn't have a gentle spirit but he compensates for it through his unstoppable training and hard work. This also explains why Goku, almost always, is able to transform into a greater form before Vegeta. It is due to his pure heart.
