Doctor Doom is finally home after having been framed for the deaths of thousands, betrayed by Kang the Conqueror, and forced to retake his throne. Now, it's time for Doom to decide which of his former allies he still trusts.

After arriving back in Latveria by way of a literal bear, Doom announces that each of his six closest confidants must swear an oath of fealty and prove they are worthy of a place by his side. While not all of them retain their former positions, one of Doom's closest allies, upon whom he has already granted incredible power, is given what is without a doubt the single most powerful weapon in all of Marvel: The Ultimate Nullifier.

Zora Vukovic, aka Victorious, was the leader of the rebel force that infiltrated Castle Doom to seek the help of Doctor Doom in overthrowing the tyrant who was, at the time, Latveria's president for life. To reward her, Doctor Doom bestowed upon Zora a portion of the Power Cosmic. After that, Zora assumed the mantle of Victorious, and acted as the new champion of Latveria and an inspiration to its people. She is already powerful enough on her own to knock down Galactus, allowing him to be trapped in a mountain and have his energies siphoned by Doom. But now that she possesses the Ultimate Nullifier, she just might be the strongest character in the Marvel Universe, if perhaps only temporarily.

Ultimate Nullifier

The Ultimate Nullifier is, without question, the most powerful weapon in the Marvel Universe. It has been in the possession of Doctor Doom for some time, but it has been wielded by plenty of other villains and heroes, including Kang the Conqueror and Reed Richards. Originally Johnny Storm, aka the Human Torch of the Fantastic Four, was sent by Uatu the Watcher to retrieve the Ultimate Nullifier from Galactus' homeworld of Taa II. The goal was to use the weapon against Galactus, as it was the only weapon in the known universe capable of instilling fear in the Devourer of Worlds. In fact, Galactus has never allowed the Ultimate Nullifier to be used against him, instead choosing to retreat any time he has been threatened with the device. But such great power comes with a caveat just as great: The user must be of sound mind and have absolute focus; otherwise, the Ultimate Nullifier will destroy them when they activate it.

Doctor Doom handing over that kind of power to anyone is already an incredible thing to consider, but in doing so he has shown he trusts Zora more than anyone else, maybe even more than he does himself. Or maybe Doom doesn't believe she is willing or capable of using the Ultimate Nullifier, and is giving it to her knowing that, at the very least, it is in the possession of someone unable to use it against him should the notion arise. Doom has proved time and time again that he is always several steps ahead of everyone around him, so it is unlikely he hasn't thought this through further than any of us could hope to comprehend at the time being.
