Anime has villains of all kinds, from masterminds to underlings. No matter what kind they are, they all follow their own code of conduct, while some like to respect the rules or orders they're given, others would rather follow their own. Whether they have another goal in mind or find too much fun at the moment, some villains are incapable of following orders.
Sometimes their inability to listen can lead to their doom, while at other times the villain might just be too powerful to be bossed around. Whatever the case, these villains prove that there might be no such thing as honor among thieves.
10 Vander Decken IX Was Too Self-Serving To Follow Any Plan Hordy Had

One Piece has had many kinds of villains over the long course of its run, from those committed to a unified cause to those more greedy and self-centered. Vander Decken IX from the Fish-Man Island Arc would be the latter. At first, Vander Decken was obsessed with Princess Shirahoshi and stopped at nothing to try and marry her, which led him to side with Hordy Jones.
Of course, Vander Decken had no loyalty to Hordy or his goals and as soon as he was rejected by Shirahoshi, he had no problems betraying Hordy and attempting to destroy Fish-Man Island. In the end, Vander Decken's was too self-serving to go along with Hordy's plans.
9 Muscular Went Off-Script During The Attack On The Training Camp
My Hero Academia
My Hero Academia's League of Villains got itself a membership boom after the incident with the Hero Killer, Stain. While there were plenty of villains who joined up because of Stain's ideology, Muscular joined just to cause violence. His need to cause destruction seems to overrule his ability to take orders too since he went off script pretty quickly during the League's attack on U.A.'s training camp.
While the others attempted to kidnap Bakugo and other students, Muscular was distracted by starting a fight with Kota and Deku, to which he lost. In the end, his inability to stay on task got him arrested and abandoned by the League.
8 Team Rocket Mostly Just Screw Up Any Order They're Given

While some villains defy orders due to ego or conflicting desires, others just fumble their orders at every turn. Pokémon's Team Rocket trio is one such case, pretty much screwing up every task that Giovanni's ever given them out of sheer incompetence.
No matter how easy the instructions are or how many resources they're given, Jessie, James, and Meowth always find a way to fail. They may be a tenacious bunch, but it says something when Giovanni's given them missions specifically to get rid of them. Of course, they end up failing at that, too.
7 Sister Krone Was Working To Steal Isabella's Position

Despite the presence of child-eating demons, some of the more unsettling villains in The Promised Neverland have been human. As Emma, Norman, and Ray began formulating their plans of escape, Isabella introduced a new assistant to the Grace Field house, Sister Krone, although she had plans of her own.
While Krone did follow Isabella's instructions to some degree, she also schemed behind her back in order to try and usurp her position for herself. Despite her best efforts, Isabella was one step ahead of her, and she was executed by Grandma and the demons. In the end, Krone's ambitions led to her demise.
6 Hol Horse Would Rather Run Than Risk Himself
JoJo's Bizarre Adventure
If there's one thing to say about DIO from JoJo's Bizarre Adventure, it's that he knew how to get loyal subordinates. That being said, one of his Stand Users, Hol Horse, was only ever loyal to himself. Greed was the real motivating factor for him joining DIO in the first place, so Hol Horse's confidence in him was always in question.
While Hol Horse lasted much longer than most of DIO's other henchmen during Part 3, he failed and ran away multiple times, as self-preservation was a higher priority to him than following orders. He even attempted to kill DIO and take everything he had, but this ended in him begging the vampire for his life.
5 Phryne Jamil Does Whatever She Wants, Even If It's Against Ishtar's Wishes

The gods and goddesses of Is It Wrong to Try to Pick Up Girls in a Dungeon? have all sorts of followers willing to do anything for them, but Phryne Jamil, the Ishtar Familia's captain, would do anything but. Arrogant, hedonistic, and narcissistic, Phryne has an infamous reputation even among the other Ishtar Familia members due to her habit of kidnapping and torturing men.
Despite her position, Phyrne has no warm feelings for Ishtar and believes herself to be better than the goddess she serves. Phryne always puts her desires first and will disobey direct orders from Ishtar if they get in the way of doing whatever she wants.
4 Kimblee's Only Got His Thirst For Violence On His Mind
Fullmetal Alchemist: Brotherhood
Fullmetal Alchemist: Brotherhood's Solf J. Kimblee, aka the Crimson Lotus Alchemist, was a state alchemist who was originally locked up for his merciless slaughter of people during the Ishvalan Civil War. His kills included both soldiers on the opposite side, innocents, and even his fellow officers. Kimblee is obviously the type to defy orders if it means quenching that thirst for violence.
Released from prison much later by King Bradley and tasked with capturing Scar and Dr. Marcoh, "fun" is the only reason Kimblee went along with it. Despite his gentlemanly demeanor at times, he does not respect authority and will only do as he desires, mainly creating explosions.
3 Q Was Too Dangerous For The Port Mafia To Control

The Port Mafia from Bungo Stray Dogs has a lot of dangerous members with their own unique powers, but one of their most threatening is the one that appears the most innocent. Q may look like a regular child, but inside hides a dark side that enjoys watching the suffering of others. With their mind-controlling ability, Dogra Magra, it's very easy for them to do so too.
Given their personality and the potency of their ability, the Port Mafia couldn't control Q and had to lock them away. The Mafia doesn't so much order Q around. Instead, they release Q and then watch as they run amok.
2 Buu Was Less Of A Controllable Entity & More Like A Force Of Nature
Dragon Ball Z
Dragon Ball Z's Majin Buu was one of the Z-Fighters' most threatening and terrifying enemies. Buu was so incredibly strong and resistant to almost all forms of damage that he was practically invincible. Despite being awakened by Bibidi and later released by his son, Babidi, Buu proved to be less of a controllable entity and closer to a force of nature.
No matter what form he came in, Buu was more bent on destruction than listening to either one of the alien wizards, and his most innocent form ended up killing Babidi for bossing him around. It's more accurate to say that Buu was an attack dog being let off his leash.
1 Sukuna Is The King Of Curses, & Kings Don't Bow

Jujutsu Kaisen's Ryomen Sukuna is the most feared and powerful cursed spirit to ever live, so much so that he can't be destroyed by ordinary means, be it traditional or sorcery methods. With a mean streak as large as big as his ego, Sukuna knows that he's the King of Curses, and as such, the only will he follows is his own.
Even while possessing the body of Yuji Itadori, Sukuna cares little for his host and will not listen to him no matter the situation. Sukuna only comes out on his own terms and has no problems killing Yuji and bringing him back on a whim. Sukuna doesn't take orders; he's the one in charge.
