In the DC Universe, the best supervillains are the ones who have some kind of mythical presence; like they are Gods or celestial beings who have been around the multiverse for a while. In the comparison that is about to be made, some of the above-mentioned supervillains will have to be on the top of their game if they are to be considered stronger than Broly, the Legendary Super Saiyan.
It should be kept in mind that not strength nor power is going to be the only consideration here. Instead, a variety of superpowers that could hamper Broly, from the Dragon Ball Universe, will also be reflected upon. Here are some DC villains who can overpower Broly.
10 Parallax
Parallax is a being who feeds on fear but unfortunately, that's not the only power he has. He can rip into people's minds, he is immortal, and most importantly, he can project one's fears. He requires a human host to survive and that makes him even more dangerous.
Imagine if he is somehow able to gain control of Broly? Combine his incredible superpowers with Broly's immaculate strength and an ultimate supervillain is born capable of destroying planets with ease.
9 Black Adam
Shazam's arch-nemesis, Black Adam is one of the most powerful DC supervillains ever thanks to his hold on magic. He has lived for thousands of years and while his superpowers are comparable to Shazam, he has much more control over them. He has genius-level intellect, he is as powerful as Superman, and has stamina comparable to that of a God. While Broly in his Legendary Super Saiyan form might be able to match Black Adam's pure strength, the DC supervillain's other superpowers and knowledge will lead him to reign supreme.

A celestial being of mythological importance, Ares is the God of War, who loves to pit mortals against each other because that's how he keeps getting stronger.
Ares has many superpowers common among Gods like immortality, regenerative abilities, and all kinds of manipulation. He would love to face someone of Broly's caliber, although his strength and other superpowers are capable of ending the Legendary Super Saiyan for good.
7 Brainiac
Almost every Superman villain poses a universal threat and Brainiac is one of them. His psychic superpowers are unmatched in the DC Universe as they are capable of causing profound damage to anyone. He is an absolute genius due to his universal knowledge making it very difficult to outthink him. He prepares for every single scenario and his thirst for power keeps him going. There's no way Broly, even with his mad strength, comes close to him.
6 Doomsday
Doomsday is the perfect killing machine made in Krypton, who has defeated and killed the Man of Steel. Superman himself is way more powerful than Broly and if Doomsday can defeat one of the strongest ever DC superheroes, there's no saying to what he can do to Broly. He is very difficult to kill and that can be made out by his stature. He is the definition of a monster who wouldn't let up unless he sees the opponent down and out.
5 Eclipso
A supervillain who is able to possess anyone who comes in contact with his shards. Eclipso is another God-like being in the DC Universe. His superpowers are diverse and he can get very creative with them. Along with super strength and super speed, Eclipso can manipulate the size of his body as well as energy. It wouldn't end well for anyone on Earth if Eclipso was able to infect Broly with one of his shards, effectively setting an unstoppabe monster loose on the planet.
4 Trigon
Trigon is someone who has been around the Teen Titans for a while due to his connection with his daughter, Raven. For many centuries, Trigon has reigned Supreme over planets and because he is a demon, he wields several supernatural powers capable of bringing down anyone.
His magical powers are the ones that give him an advantage over the Legendary Super Saiyan, Broly, as he doesn't react well to them. Moreover, Trigon can also cast illusions on anyone and basically toy with mortals using their trauma.
3 Grail
What would happen if an Amazonian had a child with the New God, Darkseid? Stop imagining because it has already happened and Grail is the breathing example of it. Born and raised to be an evil monster, Grail has the qualities of an assassin and the superpowers of Darkseid. It's not a surprise that she is a loyal servant of Darkseid. While Broly might be able to match her in combat, there's no guarantee whether he would be able to deal with her other superpowers.
2 Darkseid
The Omega Beam bearing monster of the DC universe, Darkseid has been a thorn in Justice League's side for quite a while. Being the New God, Darkseid has unlimited superpowers ranging from cosmic energy manipulation to telepathy and telekinesis. Not to mention the power of the Omega Beam to make anyone disappear from the face of the universe, including Broly, if the DC supervillain ever comes up against the Saiyan.
1 Anti-Monitor
Anti-monitor has been tasked to overlook the antimatter universe but that's easier said than done. He has a thirst for power and he gains it by destroying universes and absorbing their energies. Along with that, he can manipulate anti-matter, is nigh-invulnerable, and is the reason behind the Crisis on Infinite Earths storyline. Broly is simply not strong enough to measure up to Anti-Monitor but if he had the aid of other Z-Fighters, then maybe, just maybe, they will be able to mount up a decent challenge.
