With the Outlawed story taking over at Marvel, there are plenty of heroes who would have been tracked down by the government due to operating as a vigilante at too young an age.
In DC Comics, many characters have been hunted as they started as a superhero really young. From the Teen Titans to some lesser-known characters, here are 10 heroes that wouldn't have been allowed to operate under Marvel's Age Outlaw Act.
10 Raven
Raven has been unconventional and unstable at the best of times. She started discovering her powers at quite a young age and went on the run with the Titans for some time.
She could be a potential threat and she's exactly the kind of hero that the government would want to neutralize. Raven's name would be at the top of the list to be hunted.
9 Robin
The Boy Wonder has always been young, no matter which iteration of Robin we're talking about. Batman has tried to mentor those who have lost everything as feels he is giving them a life again.
However, almost every version of the Robin sidekick would be hunted, despite the fact he doesn't have any powers. A young teenager like him shouldn't be using such violence or put in danger like this.
8 Kid Flash
Although he might be difficult to catch since he is a speedster, Wally West might be another high-profile target since he actually has the word "kid" in the name. He symbolizes exactly what the government is trying to stop.
It would be very easy for a young person to do great damage with powers of this nature; simply not slowing down properly could do real damage to a building... or kill someone.
7 Arsenal
There are variations on this character in the TV shows and the comics, and other characters such as Speedy also apply here. Either way, training teenagers to wield a bow and arrow isn't one of Oliver Queen's best ideas.
With a weapon that could easily harm the wrong person, it makes sense in many ways that the government would want to take these vigilantes off the streets and out of danger.
6 Cassandra Cain
Another member of the Bat-family, the future version of Batgirl started at quite a young age. While the world might not know how old she is, she would very much be on the watch list if everyone knew the truth.
Starting around 17, this teenager should not be involved in the sorts of situations that she's been put into. Quite frankly, this level of violence shouldn't be around anyone, let alone a teenager who's usually all by herself on the field.
5 Shazam
Even fewer people would realize that the person behind Shazam and indeed the rest of the Marvel family, is actually much younger than most of the other heroes in the DC Universe.
Since the Shazam powers make the family all appear older than they actually are, none of them should really be fighting crime as they still have the mentality of kids. If Shazam goes down, you can bet all of his family would as well.
4 Jesse Quick
Much like Kid Flash, Jesse Quick is in a very similar situation. She's a speedster but is very irresponsible due to her age. She shouldn't really be out in the field at all.
Just like other young heroes, she's still coming to terms with her abilities. A simple mistake could cost a lot, and the government really wouldn't want to take that risk.
3 Wonder Twins
The Wonder Twins are completely erratic and unique. Unfortunately for them, they are simply too young to be getting involved in the antics that they do.
Their monkey Gleek is already a danger in the government's eyes, since he's an unknown creature on the loose. and he certainly shouldn't be around some of the youngest crime fighters on this list. Why has no one intervened sooner?
2 Jericho
Jericho is the son of Deathstroke and has fought on both the sides of good and evil. Not only does he have a deadly rage inside him, but his background would make him a significant target of the government.
No matter what side he's on, due to his age and origins, he is more likely to be hunted than many of the other characters on this list. There's certainly prejudice against the Deathstroke family for obvious reasons.
1 Blue Beetle
While he may be quite experienced, Blue Beetle still comes off as young and in over his head. His sense of humor makes him seem quite immature and many people might not trust him to act appropriately out in the field.
He'd be in real trouble if the government understood what age he had been operating at. Such a young hero really shouldn't be burdened with the powers that he has been given.
