The villains Batman faces are no longer just costumed criminals flooding the streets of Gotham with violence.

Batman has villains in every category now. From metahumans to supernatural and otherworldly threats, these villains have invaded the city of Gotham and beyond. Yet his most notorious villains remain human in nature, so let’s take a look at the ten most powerful human villains in Batman’s Rogues Gallery.

10 Hugo Strange

One iconic Batman foe of the DC Universe is none other than Hugo Strange. Evolving over the years since Batman’s first appearance, he began as scientist using a lightning machine to create a fog to cover his robbing of banks, but has evolved into a psychological villain who used his position as a psychiatrist at Arkham Asylum to fuel his obsession with learning Batman’s identity.

The character has become a major thorn in Batman’s side for years, testing Batman to his limits. In the recent Rebirth era, he not only played a role in the new villains Gotham and Gotham Girl, but invaded Gotham with his monster men.

9 Scarecrow

A villain who pushed Batman to the brink with the concept of fear is the sadistic and cruel Dr. Jonathan Crane, aka Scarecrow. A brilliant psychologist who believes fear is the most powerful notion of the human mind, and uses fear toxin to induce his victim’s worst fears and phobias.

He has become obsessed with exploiting Batman’s worst fears and driving the city of Gotham to it’s breaking point, and his obsession with fear was so great that during the events of Blackest Night, he was chosen by a Sinestro Corps ring to become a Yellow Lantern, albeit only briefly.

8 Hush

One very personal villain of Batman’s in the DC Universe who really pushed Batman emotionally and mentally was Hush. Otherwise known as Bruce Wayne’s childhood best friend Thomas Elliot, Hush grew up with an unnatural hatred for his best friend from childhood, after Bruce’s father saved his mother from a car crash Tommy had orchestrated to get his family inheritance.

Years later after becoming a doctor, Tommy was confronted with Bruce’s identity as Batman by a sick Riddler, and together they teamed up to take Bruce down. This plot brought Tommy into the role of the villainous Hush, who not only plotted against Batman but many of Batman’s rogues as well.

7 Talia al Ghul

One of Batman’s more powerful human threats is powerful for many reasons, but one is that she not only spent years as an ally of Batman before becoming a villain, but is also one of his earliest love interests and the mother of his son Damian. Yes, the villain in question is none other than Talia al Ghul, daughter of the Demon’s Head Ra’s al Ghul.

After years as a love interest and ally of Batman, Talia was brainwashed and reborn as a villain by her sister Nyssa, and became the leader of groups like Leviathan, while also becoming Damian’s mother and raising him in the League of Assassins for years.

6 The Riddler

One villain who has not only been obsessed with beating Batman but thinks that he is himself the greatest mind in the world is none other than Edward Nygma, aka The Riddler. The Riddler is a man obsessed with puzzles and riddles, and crafts elaborate traps and plots to outsmart and destroy the Dark Knight.

He has become a staple of Batman’s rogues, having helped orchestrate the events of Batman: Hush, as well as participating in the Long Halloween and more. More recent comics revealed he went to war with the Joker and nearly caused Batman to cross a line he could never come back from.

5 Harley Quinn

This next villain is unique in that in recent years she has fought to become more of an ally of Batman than his foe, but has definitely had a history of traversing the line between heroism and villainy. That villain is none other than Harley Quinn, aka Dr. Harleen Quinzel.

A psychiatrist who became obsessed with the Joker, she became Harley Quinn, the Joker’s girlfriend and sidekick. However after years battling Batman and taking the fall for the Joker, she finally left him and became her own anti-hero. She has served on the Suicide Squad, and has fought to become her own brand of hero.

4 Two-Face

One of the most complex villains in Batman’s rogues for the human villains is the former Distract Attorney of Gotham City, Harvey Dent. Once considered one of Gotham’s brightest stars of justice, he partnered with Batman and Commissioner Gordon to take down the Gotham underworld once and for all.

However that all shattered after Harvey was attacked with acid by the mob, disfiguring half his face and creating a second personality within Harvey, Two-Face, a criminal who has a penchant for using a coin to decide his victim’s fates. Batman has fought tooth and nail to bring back Harvey into the light, but has yet to succeed.

3 The Penguin

The most powerful gangster and criminal mastermind that controls much of Gotham’s underground is Oswald Cobblepott, aka The Penguin. While the villain has many origins, he tends to be a black sheep of his wealthy family, the Cobblepotts, and uses his money to fuel his takeover of the Gotham underworld.

With weaponized umbrella’s and endless resources, he’s often confronting Batman in Gotham, becoming a ruthless mobster in his own right. Always looking for a way to turn the tables in his favor, he will go to any lengths to keep his business afloat. He is one of Batman’s oldest enemies.

2 Bane

The second most powerful human foe to ever face Batman is none other than Bane. A ruthless mercenary turned Gotham criminal, the powerful villain was chosen as a child to serve his revolutionary father’s prison sentence in Santa Prisca, escaping years later after being experimented on using a drug known as Venom, which increased his natural strength.

Honing his skills much like Bruce did by studying as much as possible, he also developed a phobia of bats, and has thus fixated on Batman over the years due to his bat symbolism. Bane has nearly destroyed Batman several times, most recently during a takeover of Gotham City.

1 The Joker

Without a doubt, the most powerful human villain that Batman has ever faced is none other than the Joker. The mysterious villain with no past, the Joker is Batman’s foil, representing chaos and anarchy in every aspect just as much as Batman represents justice and order. The Joker is convinced that neither one of them can live without the other, and their war is destiny.

Whether he is using laugh gas to poison the citizens of Gotham or he is staging an elaborate attack on the entire Bat-family, the Joker’s sadistic and cruel nature along with his genius criminal mind make him the most dangerous threat to Batman.
