This leaves a lot of characters that Garrett could be referring to. 10 / 14

However, a likely suspect is John Diggle, Oliver's longtime ally and friend. 11 / 14

He has a history of struggling with metahumans and other fantastical elements of the Arrowverse. 12 / 14
