Captain Marvel arrived in the future where the world was destroyed, but one part of this future world was still thriving, New Atlantis. A Namor-esque figure named Ove rules that area, and he sent Luke Cage to bring Carol to his citadel at the New York Public Library. It was here that Captain Marvel realized that Ove's parents were Namor, the former King of Atlantis, and the most devious sorcerer from Asgard, the Enchantress.

Before arriving, Carol realized Ove was also responsible for a growing number of missing superheroes. Carol showed up with some friends, including Emma Frost and several young heroes like including Thor's daughter, Brigid. It was here they found Ove, who was extremely polite and seemed to be ruling over a paradise in the middle of the war-torn New York City in Captain Marvel #24.

Namor

Since Ove is the Sub-Mariner's son, this new paradise was known as New Atlantis. Ove showed the group how everything worked, with protection from the toxic air, which produced a perfect climate all year with unlimited energy. It appears Ove is doing this by kidnapping several heroes and using them to fuel his corrupt utopia. As Namor's son, it makes sense he would be power-hungry and do anything to keep his home intact. However, he gained much of his devious nature from his mother, the Enchantress. When Ove spoke to Brigid, he told her that he was half-Asgardian as well and joked that it would be funny if they were cousins. Later that evening, Ove invited Carol to have dinner with him and revealed how he arrived in this new utopia.

After his birth, Ove was treated as the heir apparent to Atlantis. Ove revealed that when the first assaults that ended civilization started, Namor fought alongside Earth's heroes. This was before Ove was born, and something happened after the first war. Namor chose not to team with the humans in the second war, choosing instead to protect Atlantis and help it survive. When the humans lost the war, Atlantis thrived because people were no longer around to pollute and destroy the seas. However, a rogue faction that hated Namor killed him, and Ove said he and his mother escaped.

Enchantress

That was when Ove found the library and started to build it into a civilization that could support him and his mother and possibly build a new world he could rule. When Captain Marvel and her allies began searching for the missing heroes later that night, they found Magik captured and bound, and they realized it was a trap. Then, Ove showed up with his mother, the Enchantress in tow, and they defeated Carol, planning to use her to power New Atlantis fully.

Even though Ove might be Namor's son, he still takes quite a bit after his mother too, which her mind-controlling heroes like Luke Cage into being his servants. Between her actions and Namor's royal lineage, Ove's parents gave him the world, and he's the kind of ruler who is happy to build and sustain his kingdom on the backs of the people who aren't in it.
