When Marvel appeared at San Diego Comic-Con 2022, the company announced its plans, and one of the reveals was the name of the new Captain America movie with Sam Wilson. But the movie's title, Captain America: New World Order, opens up a lot of theories about what the film's story could tackle. However, the "New World Order" comic storyline may hint that a powerful mutant could appear in Cap's next solo outing.

In Marvel Comics, Red Skull created an organization called New World Order as he attempted to take over the world. The story took place in Incredible Hulk #403-404 by Peter David and Gary Frank, when Hulk was working as Smart Hulk with the Pantheon and went to check out an incident in the Amazon Jungle. That was where Red Skull had set up base, and he trapped Hulk there, brainwashing him. Eventually, the Avengers arrived to fight Hulk and stop the Red Skull.

Red Skull and Juggernaut

As a result of the title, fans feel New World Order could mark the return of Red Skull. However, while that seems unlikely thanks to Skull's fate shown in Avengers: Endgame, there was another villain in this story that could show up. One of Red Skull's main minions was Juggernaut, and even if the movie changes the New World Order from a Red Skull operation, Marvel could always bring in someone like Juggernaut as a powerhouse for the group. In the story, Red Skull knew he needed someone powerful to match up with Hulk when he showed up, and Juggernaut was perfect for the job. Juggernaut also wasn't the only minion there, as the mutant Mentallo and the powerful Absorbing Man were also members of the group.

While Juggernaut is not technically a mutant in Marvel Comics, the movies have always presented him as one. In the comics, he got his powers from an enchanted gem, and only his relationship with his brother Charles Xavier connected him to the mutants. However, since the Marvel Cinematic Universe is bringing Deadpool back, characters like Juggernaut and Colossus may still exist. And since Juggernaut was a mutant in Deadpool 2, as well as in the third X-Men film, it's fair to assume the MCU will keep him as a mutant when he eventually shows up.

This angle could fit Juggernaut's character very well. Even if the Deadpool 2 version was a variant, a similar iteration could still fill the role of a villain with a lot of muscle that a corrupt government force uses as a weapon in their attempt to take over the world. With Thunderbolts coming, it's clear there is already a plan to put MCU villains in the spotlight, and someone like Juggernaut could help with that trend in Captain America: New World Order.
