Captain America: New World Order is adding several Marvel characters into its mix, with many of them actually being unrelated to Cap's mythos. Bringing the new Sam Wilson Captain America to the big screen and set after The Falcon and the Winter Soldier, the movie is rumored to bring back several heroes who haven't been seen in a while. And judging by a company showcased in the film, that may include a duo from an overlooked Marvel TV series.

According to set photos, the evil Roxxon Corporation is involved in some way in the fourth Captain America movie. They've been in previous Marvel Cinematic Universe entries, with one of those being the series Cloak and Dagger. Given the still questionable canonicity of that show, the titular duo showing up in New World Order may redeem it after being forgotten by fans.

Captain America 4's Set Photos Hint at Cloak and Dagger

As mentioned, photos already seen for New World Order reveal the presence of Roxxon. Debuting in Captain America #180 and created by Steve Englehart and Sal Buscema, Roxxon is an oil company involved with all manner of illegal activity. Besides Cap himself, the company would vex several heroes and even create others. In the mainstream Marvel Universe, Roxxon is uninvolved with the origin of the street-level characters Cloak and Dagger. This was changed in the Ultimate Universe, however, where they were essentially created to be super-soldier weapons. That concept was used somewhat in the TV series Cloak and Dagger, which wasn't the only Marvel Cinematic Universe or MCU-adjacent project to feature Roxxon.

Roxxon would also be prominent in the Netflix series Daredevil and even the Iron Man movies, with other productions also using the corporation. In fact, outside Stark Industries, it's, in many ways, been the most consistent presence in the MCU as far as companies go. Roxxon was behind the energy release that caused Tyrone Johnson and Tandy Bowen to gain their powers. Thus, the company would become their greatest enemy, with both heroes dedicated to finding out the truth of their origins. Of course, Cloak and Dagger or the events of their show haven't been shown or referenced in the movies. With New World Order, however, that could finally change.

Cloak and Dagger Could Rejoin the MCU in Captain America 4

Since Spider-Man: No Way Home, which brought back Charlie Cox's Matt Murdock, fans have wanted to see more Marvel characters who debuted in TV shows. The lack of such beforehand made many fans question if these shows were truly in the same continuity as the movies. But Murdock's appearance seemingly put many of those theories to rest. This still doesn't account for other Netflix shows like Luke Cage and even less acknowledged TV shows like Runaways and Cloak and Dagger. But Luke Cage could show up in some way in New World Order, and given all the other Marvel characters showing up, the same could be said for Tandy and Tyrone.

If nothing else, a quick bit of surveillance footage showing the two attacking Roxxon in the past or doing so to other Roxxon sites in the present would be a simple way to establish their being canon to the MCU and what they're doing. After all, the oil company is their biggest enemy, so it'd be a waste not to reference them at all. There's also the increased focus on young heroes in the MCU, with Ms. Marvel, America Chavez and others taking over as the original generation of Avengers are retired. Cloak and Dagger are heroes in their own right, and further time in the spotlight could set them up for more solo adventures. Regardless of if that happens, it's clear that Marvel fans are interested in seeing their TV heroes return, and there's no better reason for Cloak and Dagger to do so.
