At 185 episodes so far, Boruto: Naruto Next Generations is certainly going to rival the Naruto and Naruto Shippuden anime in terms of length. And given that the manga is nowhere near completion, and has just changed writers, it’s safe to say that there’s a long way to go yet before the story reaches its conclusion.

But there are certainly no shortage of villains so far in the series, particularly considering the introduction of Kara, an evil organization with a lot of members, many of whom have already appeared in the series. But the power levels of these villains certainly aren’t equal, with some of them vastly outranking others in terms of skill and strength.

15 Boro

Boro is a member of the Inner of Kara, so in terms of power, he should be one of the strongest characters in the series, especially given his augmented body and his ability to regenerate his body from any attack. And while his role in the Kawaki Arc is a major one, with Boro acting as a major antagonist for Boruto and his friends, his ultimate defeat comes at the hands of four fairly young ninjas, and once Boruto’s Kama evolves, he’s able to take Boro out pretty easily.

14 Sumire Kakei

Sumire Kakei is definitely a talented kunoichi in the series, and she only ranks so low in power because so many of the villains in Boruto are massively overpowered. But Sumire is fast and capable, and she can hold her own against several adult ninja, who are willing to acknowledge her abilities. She’s excellent at ninjutsu and is even able to use a Summoning Technique, a difficult task for a genin.

13 Garo

Garo

Garo has yet to appear in the anime, though he has made his introduction in the manga. He is one of the Outer of Kara, and he appears as someone who has a grudge against Kawaki, who seems to have had a hand in an injury that has left him disfigured. Not a lot is known about his abilities, though he wears Shinobi-Ware as prosthetics for his arms, and he can fire blasts from them in battle.

12 Shojoji

Shojoji is a missing-nin and member of the Mujina Bandits, and he’s considered one of the most powerful ninja to appear in Konoha’s Bingo Book, a list of the village’s most-wanted ninja. He is very large and also very fast, which are not usually two things that go together. He’s able to pose as his victims by using a Corpse Clone Technique, which transforms his likeness into theirs, which he can hold for a rather long time.

11 Amado

Not a lot is known about Amado as a physical fighter, though it is noted that he is very fast when he comes face to face with Shikadai. But Amado’s power comes mostly in the form of his mind. He is responsible for the body augmentations that take place among the Inner of Kara, and his abilities to use scientific ninja weapons are essentially unmatched in the series, making him one of the most dangerous people in Boruto.

10 Kawaki

Kawaki is not a villain for long in the series, as Naruto takes him in as an adoptive son and raises him alongside his own children. But as a former member of Kara, raised to be a vessel for Isshiki Otsutsuki, he does qualify as a villain for the purposes of this list. Kawaki is not actually a ninja and has not trained in ninjutsu, but he has trained in brutal martial arts techniques, proving himself a formidable foe against ninja and non-ninja alike.

9 Ao

Ao In Naruto

Ao is a former member of the ANBU of Kirigakure, and he actually retired as a hero of his village from that position, which makes it interesting that he now works as an Outer for Kara.

As an ANBU, it can be expected that Ao’s abilities are pretty formidable, as they are the elite black ops team of the village. Even as an old man, he is incredibly fast and versatile in his fighting, using both taijutsu and ninjutsu, the seals of which he can perform one-handed.

8 Delta

Delta is an Inner of Kara

Delta is one of the few female members of Kara, and she is no slouch in battle. Just her mere presence is absolutely terrifying to Kawaki, which already shows how formidable she is. She also faces off with Naruto and is able to hold her own against him. Like almost every Inner of Kara, Delta's body has been augmented by Amado's Shinobi-Ware, though, unlike most of them, she almost qualifies as a cyborg due to the number of augmentations she's had.

7 Code

Code himself has claimed to be stronger than Delta, which just shows the extend of his power. He has similarly had his body augmented by Amado, giving him more power than most naturally have.

While his abilities haven't been seen in battle much at all yet, his position in Kara seems to say a lot about his abilities, particularly that he is the next in line to capture Kawaki after Delta fails and that Koji Kashin seems hesitant to fight him.

6 Jigen

Jigen

Jigen is the leader of Kara, and, despite not training officially as a ninja, he is a fairly powerful individual, even before acting as a vessel for Isshiki Otsutsuki. He is stronger than any other member of Kara, and with Isshiki’s power is now almost unstoppable. He has abilities outside of regular human abilities, since he is the vessel for a Celestial Being, such as draining chakra from opponents and accessing objects from pocket dimensions.

5 Shin Uchiha

Shin Uchiha’s Akatsuki is the final iteration of the organization, with just Shin and his Clones as members. Shin is a former test subject of Orochimaru, and the experiments performed on him have made him a particularly formidable foe. He is able to accept genetic material into his body with no chance of rejection, so if he loses an arm, he can replace it with ease, and he seems to not slow down, even after just performing surgery on himself.

4 Isshiki Otsutsuki

Isshiki Otsutsuki, as can be expected from being a member of the Otsutsuki clan, is a Celestial Being and one of the most powerful beings in the universe. The only reason he doesn’t rank higher is because he doesn’t have access to his own body, and he requires a vessel to be able to perform physical tasks. But those who have acted as a vessel for him are augmented by his extraordinary strength, until the point that Isshiki inevitably just takes full control of their bodies.

3 Momoshiki Otsutsuki

Sasuke Uchiha, who was one of the people able to defeat Kaguya Otsutsuki, actually says that Momoshiki and Kinshiki Otsutsuki might be even more dangerous than Kaguya was. That’s saying something, since Kaguya was the most powerful being that Team 7 ever had to face, and it took all three of their power to bring her down. Momoshiki also says that he himself could have defeated Kaguya, showing just how much power he truly has.

2 Kinshiki Otsutsuki

As the other person deemed a greater threat than Kaguya, it can be assumed that Kinshiki Otsutsuki also poses a huge danger. Indeed, Kinshiki’s abilities have been put on display in the series.

He can restrain a perfect jinchuriki which, as fans of Naruto have seen throughout the series, is incredibly difficult. He is also able to take on several Kage-level opponents at once. And while he isn’t able to actually defeat Sasuke, he ends up pulling a draw from him instead.

1 Koji Kashin

Koji Kashin is a clone of Jiraiya and a former member of the Inner of Kara, one of the Legendary Sannin, so it should be no surprise whatsoever that he’s an incredibly powerful villain. Amado created him with the purpose of killing Isshiki Otsutsuki, showcasing the vast strength he must have, as killing an Otsutsuki is no small task. As a clone of Jiraiya, Koji possesses most of his power and chakra strength, as well as his ninjutsu abilities, such as the Rasengan.
