In the Naruto series, Naruto's biggest ambition was always to be Hokage, leader of the Hidden Leaf Village, aka Konoha. In Boruto, he finally achieved it, going on to lead with Shikamaru as his main counsel in the Land of Fire.

He worked with Sasuke to bring peace to the ninja world but with Kara and its alien leader, Isshiki Ōtsutsuki, unveiling the plan to overtake the world, Konoha has been plunged into despair. As the noble warriors formulate a plan, Boruto #47 makes it clear Sasuke, and not Naruto, should be the one leading Konoha.

Sasuke Uchiha vs Naruto Uzumaki

When Sasuke admitted, in his youth, that he wanted to lead the village, as Naruto did, it was out initially of spite. He wanted to kill most of its people and enslave Konoha out of revenge for how they got Itachi, his brother, to wipe out most of their Uchiha clan, as they were plotting a coup. Thus, it made sense for Sasuke to later earn redemption as a ranger on the outskirts because people just couldn't see him in a diplomatic role and making decisions with leaders like the Raikage in the Lightning Village, which he almost took out.

But Sasuke has become accepted and people have forgiven the sins of old. Now he's protecting all villages, surpassing Madara's dream when he and Hashirama (Konoha's first leader) first founded the place. Sasuke has become a beloved symbol of fearless justice, which is why Amado takes to him as he reveals the truth about Isshiki and Kawaki as his vessel following defection. Amado is the smartest character around, demonstrated when he details all of Isshiki's secrets, but he's impressed by how Sasuke predicts and has inside information on Isshiki.

It's not because Sasuke found this all out on his own, either -- he's just quick on the draw, understanding Amado's clues, the nature of Isshiki's war, and simply assembling the puzzle pieces together rapidly. Meanwhile, Naruto's far behind and comparatively incompetent, which has Sasuke asking him to shut up once more when they all strategize. Honestly, Naruto isn't that good a chief, which is why Momoshiki has attacked in the past. He really shouldn't have this role. Instead, he'd be better off training Boruto the same way Jiraiya trained him. Delegating that duty to Sasuke makes no sense as Boruto is similar to his dad. As the one who saved Konoha from Kaguya -- with Naruto just waiting in the wings as the lead warrior -- Sasuke should be the one to now lead it.

Sasuke's just more proactive, a better strategist and calculates scenarios way better than Naruto, which is what all the Hokages of the past did. This role is all about brains, not brawn, so sadly, Naruto doesn't fit the bill; he's better in the field with his skill, and also he's a people person.

Sasuke, though, is better for the Hokage's cerebral role, Plus, it'd also have been a great move for the Uchiha redemption as it'd have honored Madara's wishes of an Uchiha monitoring the land. It would also have given us a taste of what Itachi would have been, who many believe should have become a leader.

In the Boruto manga, Sasuke even contemplates killing Kawaki to ensure the boy can't ever be a host, and while it's messed up, in the Hokage world it makes sense. In these shinobi wars, people are used as weapons of mass destruction. Sasuke simply shows he's always looking at other options, even the ones that hurt and might seem immoral, all for the greater good.

While the latter wouldn't be an easy choice, the leaders across the villages have always said that this is what they are faced with: hard decisions that reduce collateral damage. Naruto is just too soft, which is why Isshiki has risen up, whereas had Sasuke, with his aggression and lack of trust, would have sniffed out threats earlier.

Naruto might be more likable but Sasuke is best for business as his prudent nature creates the shield around all five villages that they need right now.
