The reason for the conversation is the return of Black Lightning. Although Tobias thought the hero was dead, he recently learned that he was, in fact, still alive. Lady Eve indicates that the entirety of Whale's criminal reputation is predicated on the idea that he defeated the superhero. Lady Eve also gives some indication that she's part of a larger criminal enterprise, potentially hinting at the international terrorist group known as the Kobra Cult, of which she is a member in the comics. The scene takes place at a mortuary, where Lady Eve is in the process of embalming a corpse.

Tobias Whale was introduced in 1977 in DC’s Black Lightning #1 as a criminal who worked his way through the Metropolis branch of the organized-crime group The 100. A longtime nemesis of Black Lightning, Tobias eventually became the CEO of Kord Enterprises, which served as a front for the crime syndicate the Intergang.

Created by Tony Isabella and Trevor Von Eeden, Black Lightning first debuted in Black Lightning #1 in 1977. The character was the first major African-American superhero at DC Comics. Isabella was tasked with creating the character due to his work with the Luke Cage character at Marvel Comics. The first season of Black Lightning sees the hero go up against Tobias, with causalities on both sides.
