First appearing in 1983’s Batman and the Outsiders #1 by Mike W. Barr and Jim Aparo, Doctor Helga Jace began as an ally to the Outsiders, but would later be revealed to be an actual villain working for the Manhunters. The Dr. Jace introduced on Black Lightning has no heroic tendencies to her, as the series revealed she conducted 11 unauthorized experiments that resulted in 10 of the patients losing their feet and the eleventh dying.

Dr. Jace and Lynn have an uneasy working relationship born out of necessity -- Lynn needs Dr. Jace's expertise in analyzing a way to free the greenlight babies from their pods. However, the good doctor's previous work experience has proved she can't be trusted, which is why she has an implant in her ankle that will shock her if she steps out of line.

Lynn is also promising Dr. Jace visitation to see her son as a way to convince her to join her work, but it's only a matter of time before Dr. Jace takes advantage of her freedom. Whether that's by conducting her sociopathic experiments on one of the pod babies or on Lynn herself remains to be seen.
