As the man behind the street-gang The 100, Tobias Whale has an imposing presence on The CW's Black Lightning. For the last nine years, business has been booming under his reign, thanks in large part to Jefferson Pierce swapping his title of superhero for school principal. However, with Jill Scott's debut as Lady Eve on tonight's "LaWanda: The Book of Burial," now we know who's really running the show.

At first blush, Lady Even doesn't look like a person involved in a criminal empire. Even after Tobias paid her a visit with a satchel full of money, the first words out of Lady Eve's mouth were about the merits of sending thank you notes. What's more, she led their conversation with the topic of attending church, with Tobias admitting his life hasn't led him down a spiritual path. Lady Eve, however, understands how a community full of religious people tend to stay in line, which is good for her pockets. When an inspiring figure like Black Lightning comes along, though, those same people begin to break from that line.

Despite the danger presented by The 100, local Reverend Holt organized a march to take back the streets back -- something Lady Eve wasn't too happy about. "I don't mind people believing in God," she told Tobias. "They just can't believe that they can take back these streets." Throughout this whole conversation, Tobias doesn't once threaten or disrespect Lady Eve. This is a stark contrast to his past interactions with Lala, and even his hired shooter later in the episode. As such, it is clear that Tobias definitely takes orders from Lady Eve, which should let fans know just how dangerous she really is.

This won't be Jill Scott's only appearance as Lady Eve on Black Lightning. She is set to have a recurring role throughout the series, with her official character description calling her "a bridge between Tobias Whale and a secret group of corrupt leaders.” Those corrupt leaders could be the international terrorist group the Kobra Cult, of which Lady Eve is a member in the comics. One has to wonder what will happen when Lady Eve and Black Lightning finally meet face-to-face. She may seem sweet and proper on the outside, but -- for Lady Eve to have the type of authority she has over Tobias -- that means she's not a woman to be messed with.
