The One Piece Admirals represent the military strength of the World Government and tend to rank among the most powerful characters in the world. They are feared by even the most veteran pirates — and together, they are strong enough to compete with the Yonko and Revolutionary Army's collective forces.

Usually, the Navy's Fleet Admiral has 3 Admirals working under them, all of whom are comparable to each other in strength. So far, the story has shown the fans a total of eight known characters with the Admiral or Fleet Admiral title, prompting many to contemplate how their powers stack up against one another.

8 Zephyr

Also known as "Black Arm" Zephyr, Z was an Admiral of the Navy at one point — possibly during Gol D. Roger's era. Zephyr was quite powerful in his youth and served a major role in the Marines by raising a generation of soldiers, including current Admirals and Vice Admirals. While his role in One Piece: Film Z is non-canon, the canonicity of the character itself is debatable. Regardless, Zephyr's stands against Marine Admiral Kizaru and the Straw Hat Pirates proved that he was a monster. In his prime, Zephyr could have probably taken on any character in the series.

7 Kong

Kong is the Commander-in-Chief of the World Government, making him its third highest-ranked member behind Im and the Five Elders. He served as the leader of the World Government's military forces during the age of Roger and Whitebeard, which says a lot about what he must've been capable of. Unfortunately, Kong's ability hasn't been revealed in the story so far. Although not a stereotypical One Piece Admiral, he was still chosen for the Fleet Admiral position, and later the World Government's Commander-in-Chief. These accomplishments are enough to classify him as one of the world's strongest fighters.

6 Ryokugyu

Ryokugyu is currently one of the Marine's three Admirals and, until recently in the series, very little was known about him. However, after the events that transpired during the Straw Hat Pirates' time in Wano, fans have a much more refined idea of what the Mori Mori no Mi Devil Fruit-user is capable of. Admiral Ryokugyu — also referred to by his birth name, Aramaki — uses his Logia-type Devil Fruit to control, create, and transform into plant life. As shown by his battle with Yamato, Momonosuke, and Wano's other guardians, this ability is not to be taken lightly. Ryokugyu is easily one of the strongest Admirals in One Piece.

5 Fujitora

Navy Admiral Fujitora, also known as Issho, joined the ranks of the Marines at some point during the two-year timeskip. Just like Ryokugyu, Issho was chosen through the World Military Draft for his enormous power and dedication to the Marine cause. Fujitora is the user of the Zushi Zushi no Mi Devil Fruit, and can therefore control gravity at will. This immediately makes him a threat to most New World Pirates, but his true might became apparent when coupled with his swordsmanship and Haki-related skills. Fujitora is a One Piece Admiral who should never be underestimated.

4 Kizaru

Marine Admiral Kizaru is one of the most overpowered characters in One Piece. He wields the power of the Pika Pika no Mi, a Logia-type of Devil Fruit that allows him to create, control, and transform into light himself. This easily makes him one of the fastest characters in the series, if not anime in general. At Sabaody Archipelago, Kizaru was able to wipe out four Supernova captains with relative ease, later holding his own against the Roger Pirates' first mate, Silvers Rayleigh. At Marineford, Kizaru once again proved how capable he was by going up against some of One Piece's strongest fighters.

3 Kuzan

Kuzan is a former Navy Admiral who went by the alias Aokiji during his time in the Marines. His Hie Hie no Mi Devil Fruit allows him to transform into and manipulate ice. He was one of the most powerful soldiers to serve the Navy, but after his defeat at the hands of Admiral Akainu, Kuzan became the Blackbeard Pirates' ally. Kuzan was able to fight against Yonko commanders and even Whitebeard on several occasions during the Summit War. However, the true feather in his cap has to be his battle against Akainu, which raged on for 10 days on Punk Hazard island. Further, he was able to compete evenly with Akainu, one of the strongest Admirals in One Piece.

2 Sengoku

Also known as "The Resourceful General," Sengoku served as the Fleet Admiral of the Navy right until the end of the Summit War. Prior to this, he was a Navy Admiral who fought countless opponents such as Golden Lion Shiki, Gol D. Roger, and Edward Newgate. Sengoku possesses the Hito Hito no Mi, Model: Daibutsu Devil Fruit which grants him the ability to transform into a giant Golden Buddha. During the Marineford arc, Sengoku was able to take on the entire Blackbeard crew all by himself, despite being over 75 years old at that point. Above all, the Pirate King Gol D. Roger considered him to be one of the only two Navy men capable of fighting him.

1 Akainu

​​​​​​A former Admiral of the Navy, Akainu now serves as the Fleet Admiral of the Marines' entire forces. He clashed with Whitebeard during the Marineford arc, not only surviving the encounter but effectively disbanding the Whitebeard Pirates in the process. His actions against the Yonko and the dismantling of the attacking pirates are easily among the most pivotal moments in One Piece. Akainu also used his Magu Magu no Mi Devil Fruit powers to defeat Aokiji on Punk Hazard, becoming the Fleet Admiral of the Navy in the process. The Navy has grown far more aggressive during his administration, no doubt emboldened by his overwhelming strength. While it is unknown how Akainu would stack up against Sengoku and his other predecessors, the justice-driven Admiral's relative youth makes him the Marines' strongest asset.
