Batman: White Knight Presents Harley Quinn has been teasing the arrival of the Red Hood since Jason Todd's introduction at the end of Curse of the White Knight. With Bruce Wayne in Arkham for his war crimes, Jason is back from the army as the only warden who could hold the former Bat.

However, as the battle heats up between Starlet and Harley in Batman: White Knight Presents Harley Quinn #5, Red Hood's forced to make an impromptu appearance. However, Jason doesn't step into the Red Hood's shows, it's actually Bruce who makes a covert prison break.

Jason survived the Joker attack years ago and went into hiding, forsaking the Robin mantle and Bruce. Now that he's back, he still has a cold relationship with his former mentor, refusing to budge for special requests. And one of them comes when Bruce sees Harley's home in Backport on fire.

He's watching the news in the mess hall and knows the Producer had Starlet blow the home up to kill Harley and the twins. Bruce jostles with a guard, demanding an audience with Jason since he saved the guard's life a couple of times. He's granted the meeting, and as he and Jason argue in Jason's quarters, Bruce locks his former sidekick out. Jason is left pretty angered by this, as he sees Bruce donning his jacket and red helmet, which seems to be more a motorcycle helmet than anything else, and then walking out the complex.

All the guards assume it's Jason, not Bruce, and he gets on the bike and speeds over. However, as he's about to jump into the burning building, Harvey Bullock stops him. Bullock makes it clear if the world sees Bruce doing this, it'll expose Harley and get him 10 years added to his sentence.

Beyond that, it'll prove that Bruce is continuing to be a rogue agent who exploits a flawed system. It doesn't matter if he's in love with her, Bruce has to play by the rules, and this is something that'll surely test the incarcerated Dark Knight as this book rolls towards the finale. Thankfully, Harley's kids are saved, leaving Bullock to sneak a relieved Bruce back in.

Still, this incident raises the question of when Jason will jump into action as the Red Hood. It did seem like he'd help protect Gotham when he entered into this world, but he's been unusually quiet thus far.  For Gotham's sake, that will hopefully change soon, as the city needs help with its recent uptick in violence. Along with sanctioned protectors like Nightwing and Batgirl, Jason could help fill the gap left behind by the Caped Crusader.
