Warning: The following contains spoilers for Batman #103, by James Tynion IV, Carlo Pagulayan, Danny Miki, Guillem March, David Baron, and Clayton Cowles, on sale now. 

Batman has a vast, colorful rogues gallery, more so than almost any hero in comics. Recently returning to Gotham's criminal element is the smuggler/pirate, Tiger Shark. In Batman #103, Ghost-Maker taunts The Dark Knight with everything he's accomplished which Batman did not. This list of crimefighting achievements includes exposing 14 district judges, all of whom had criminal ties.

Ghost-Maker intends to prove himself Batman's superior, but his actions prevented the capture of a serious criminal. Indeed, Batman reveals that all of the judges who Ghost-Maker exposed were under the rule of Tiger Shark, an international mob boss. Apparently, Tiger Shark was controlling these judges so he could freely enact his criminal activities.

Tiger Shark's reign of terror in Gotham goes way back to 1949's Detective Comics #147, by Dick Sprang and Charles Paris. Tiger Shark and his gang performed a series of sea-based crimes before he was eventually stopped by Batman and Robin. Using their high-tech "sub-batmarine," the Dynamic Duo captured Tiger Shark, discovering that the criminal was an oceanographer named Dr. Gage. Funnily enough, Dr. Gaige helped design their vessel.

Many years later, Tiger Shark made his Post-Crisis debut in Detective Comics #878, by Scott Snyder and Jock. He was reimagined as a smuggler of endangered species and ancient sea-based artifacts. The criminal also wore the skins of these endangered species as jackets. Tiger Shark attempted to coerce Sonia Zucco to launder his smuggling money, murdering her friend and leaving the body inside of a dead killer whale. This attracted the attention of Batman -- Dick Grayson at the time -- who discovered Tiger Shark's lair. The villain held Batman over a tank of killer whales before Grayson broke free. Ultimately, Tiger Shark escaped, although Batman put a stop to his operations.

In the "New 52" continuity, Tiger Shark remained essentially the same as his Post-Crisis incarnation. At one time, Tiger Shark was suspected of helping The Court of Owls by granting Talon access to Wayne Tower through the sewer system. Batman pursued Tiger Shark through the sewers, seeking answers. The smuggler sent a tiger to attack The Dark Knight before he was promptly defeated by Batman and Harper Row.

Later on, Tiger Shark played a recurring role in Batman Eternal. Initially, Tiger Shark was hired by Carmine "The Roman" Falcone to take care of Gotham's "freaks" and supervillains. Catwoman later grew angry with Tiger Shark when he wounded a rare leopard for its fur. Additionally, Tiger Shark placed a bounty on Killer Croc, so that he could skin the villain's hide.

When Dick Grayson was acting as Agent 37 for Spyral, he also ran into Tiger Shark. Acting like a pirate, the villain attempted to commandeer a large ship. Fortunately, Grayson took down Tiger Shark and his pirates. Tiger Shark's last appearance was in Nightwing when he acted as Blüdhaven's mob boss. The criminal had a yacht for a headquarters, as well as his own hybrid tiger/shark creatures as security. Ultimately, Blockbuster took over Tiger Shark's territory, placing the smuggler under his thumb. Tiger Shark's return is a bad sign for Batman since the smuggler/pirate has only caused trouble for Gotham City.
