Batman: Digital Justice is a one-shot comic released in 1990, written and illustrated by Pepe Moreno and Doug Murray. The comic takes place in the 21st century and features a bizarre, futuristic world in which Gotham is managed through a complex computer system. A virus, called the Joker, has taken over by infiltrating the computer systems used to help the Gotham City Police Department.

The grandson of Commissioner Gordon, James Gordon II, has followed in his grandfather's legendary footsteps and works for the GCPD.  One day, James discovers Bruce Wayne's Bat-suit among his grandfather's belongings along with a note from Wayne, who had left the suit to Gordon. Desperate to get a grasp on the crime in the city and reeling from the death of his partner, James Gordon II becomes the Batman of the future.

The Joker virus is not overly concerned about the appearance of a new Batman, but still keeps an eye on the Caped Crusader. During the course of his investigation, Batman attempts to break into the office of the corrupt mayor when he is intercepted by a drone that identifies and attacks him. Meanwhile, a pop star by the name of Gata is unhappy with the lack of attention she has been getting since the new Batman's uprising. Determined to research as much as she can about Batman and stop him, the superstar transforms herself into a new version of Catwoman.

After being badly beaten, James comes across Bobby Chang who now dresses as Robin. Bobby has figured out that Gordon is Batman, and wants to help him. After narrowly escaping more drones, the pair stumble upon Wayne Manor, which houses the old Batcave. Here they learn that the former Batman, Bruce Wayne, and Commissioner Gordon were close friends. They also learn that the original Joker was the creator of the Joker virus plaguing Gotham. While the new Batman and Robin work together to take down both the Joker Virus and the corrupted mayor, they decide to continue as Gotham's protectors.

Commissioner Gordon had two children, Barbara and James Jr. There has been speculation as to who the parent of James Gordon II is in Batman: Digital Justice. Although his name suggests that he is the son of James Jr., he takes after Barbara quite a bit. Both have very light hair and a strong passion for seeking justice.  And of course, Barbara Gordon has a history as a costumed crime-fighter as well, donning the mantle of the original Batgirl, one of Batman's crime-fighting partners.

In addition, James Gordon II is wildly different from James Jr. in other ways as well. Despite being the son of Commissioner Gordon, James Jr. grows up to become a sadistic psychopath. After experiencing a traumatizing childhood, he starts to show signs of violent tendencies. He later grows up to torture and kill others. James Jr. takes no interest in helping others, making it much more likely that James Gordon II is really Barbara Gordon's son, if not biologically, then in terms of traits and personality.
