Matt Reeves' upcoming reboot of The Batman has already announced its roster of villains as Riddler and the Penguin are slated to appear, though some fans were hoping they might finally get to see some of Gotham's other villains who have yet to appear on the big screen.

Gotham City and the DC Universe at large is home to a number of great Batman villains that have never been seen in movies but would all make great candidates for the films. The frequent use of characters like Catwoman and Joker has left some of Batman's other greatest villains behind in the comics.

10 MAD HATTER

Jervis Tetch was a scientist working on advanced mind control technology when his obsession with the characters in Lewis Carroll's Alice in Wonderland inspired Tetch to create his own Mad Hatter identity.

While fans have seen a few different versions of the Mad Hatter, the most terrifying saw Mad Hatter kidnap girls that he mind-controlled as his Alices before selling them into slavery, which is just one of the many dark examples of Tetch's unique brand of madness.

9 VENTRILOQUIST

The original Ventriloquist was a troubled man named Arnold Wesker, whose weak personality was under the control of his stereotypical gangster puppet Scarface in a deadly and twisted reversal of the usual entertainment act.

While Wesker is the most well-known version of the Ventriloquist, he was later succeeded by Peyton Riley/Sugar, who continued to work alongside Scarface until the New 52 introduced the Shauna Belzer version of the character, who controlled her murderous puppet Ferdie with telekinetic abilities.

8 FIREFLY

Firefly, DC

Quite a few of Batman's villains are afflicted with various mental illnesses that drive their crimes and find them routinely locked up for treatment at the iconic Arkham Asylum of Gotham City– though the films have yet to explore the pyromaniac known as Firefly.

Garfield Lynns was a troubled special effects expert who created a special fireproof costume that included fire-based weaponry he used as the arsonist Firefly. He would compulsively return to Gotham to renew his obsessive desire to burn down the city.

7 PROFESSOR PYG

The twisted surgeon known as Professor Pyg first appeared during Dick Grayson and Damian Wayne's time as Batman, though the character's unique insanity has quickly made him a fan-favorite that even appeared on Fox's Gotham.

Lazlo Valentin was a former mob scientist who was driven insane by his own experiments, which he would continue performing on his victims, irreversibly transforming them into horrifying mind-controlled Dollotrons.

6 COURT OF OWLS

A lot of the changes and new characters introduced by the New 52 reboot may not all be well-remembered by fans, but the secretive Court of Owls organization that first appeared in Scott Snyder and Greg Capullo's Batman were the exceptions.

The Court of Owls were comprised of the rich and elite like Bruce Wayne and were initially led by Lincoln March/Owlman, who claimed to be the youngest son of Thomas and Martha Wayne. The hidden manipulators employed sinister tactics and an army of undead Talon soldiers to carry out their dark plans for the city.

5 MAN-BAT

Dr. Kirk Langstrom was working on a serum to cure deafness using a bat's sonar echolocation, though the serum had an unfortunate transformative side effect that transformed Langstrom into the monstrous Man-Bat.

He would eventually become addicted to the serum which would eventually be used to transform armies of Ninja Man-Bats. While Langstrom has done many villainous things over the years, he has also occasionally worked alongside the Dark Knight.

4 LADY SHIVA

Batman is one of the world's greatest martial artists, something that has only briefly been touched on in the cinematic adaptations of the character, which has left out one of his greatest villains & another of DC's master fighters– Lady Shiva.

Shiva has come up against Batman a number of times in battle and even helped retrain Bruce Wayne after his crushing defeat at the hands of Bane. It was also later revealed that she is the mother of Cassandra Cain, the incredibly talented fighter who has been known as Batgirl, Black Bat, and Orphan.

3 CLAYFACE

Basil Karlo, the original Clayface, roars in anger

There have been a few different characters who have called themselves Clayface in the comics over the years, though failed actor Basil Karlo is the current and most well-known version of the powerful shapeshifting character.

Clayface has appeared in a number of animated forms, with the most recent adaptation on DC Universe's Harley Quinn portraying a humorous take on the supervillain. That said, any cinematic version of the character would be better suited to pull from Batman: The Animated Series' introduction of the character.

2 HUSH

Tommy Elliot was a childhood friend of Bruce Wayne who suffered a similar trauma during their youth when he lost his parents. This inspired him to become a world-renowned surgeon like Bruce's father, Thomas Wayne.

However, it was revealed that Elliot held a hidden grudge against Bruce Wayne that extended to Batman when he learned of his secret identity. He would engineer a grand plan to break down his former friend as a new villain, Hush. Hush then went to the extremes to torment his friend by surgically altering his face to look like Bruce Wayne.

1 RED HOOD

While Red Hood might be more recognizable as a member of Batman's extended crime-fighting family, the costumed identity was originally used by the Joker prior to his transformation into the Clown Prince of Crime.

However, after former Robin Jason Todd's death at the hands of the Joker and his later rebirth, Todd would claim the Red Hood identity for himself to try and take over Gotham's criminal underworld to control crime instead of fight it, though he would later rejoin Batman and his former allies.
