The fear state has taken hold over Gotham, Scarecrow is on the loose with a homicidal Peacekeeper-01 roaming the streets, and the Magistrate is effectively the law in the meantime. And the loss of the Oracle network to a hacker of equal skill with none of Barbara Gordon's morality. The new villain, Seer, has taken control of Oracle's systems and is now using them against the entire Bat-Family and Gotham City. But far from being some run-of-the-mill hacker, Seer is positioning herself to be the DCU's answer to an anti-Oracle. This isn't because she is Barbara's equal, but because she is the exact opposite of what Oracle stands for.

Seer seized her moment when the Magistrate took control, blocking Oracle from her system and then flooding every form of communication in the city with misinformation, only making the situation worse and preventing the Bat-Family from coordinating with one another. Since that moment, Seer has done everything within her power to thwart and/or kill Gotham's heroes. She seems to have a particular hatred for Barbara, having in-depth knowledge of who she really is and seeming to despise her for it.

Seer seized her moment when the Magistrate took control, blocking Oracle from her system and then flooding every form of communication in the city with misinformation, only making the situation worse and preventing the Bat-Family from coordinating with one another. Since that moment, Seer has done everything within her power to thwart and/or kill Gotham's heroes. She seems to have a particular hatred for Barbara, having in-depth knowledge of who she really is and seeming to despise her for it.

But aside from panicking the citizens of Gotham with misinformation, Seer has also laid several traps for the Bat-Family, framing Cassandra Cain for murder by doctoring footage to make it look like she killed a Magistrate officer. And then she took things a step further, in the story "Clueless" from Batman #115 by (Becky Cloonan, Michael W. Conrad, Jorge Corona, Sarah Stern, Becca Carey) directing the Batgirls to Oracle's clocktower to kill them in a trap while Barbara was distracted while trying to dismantle her system and cut Seer off for good.

She's only been around for a short time, but by taking over Oracle's network Seer may have done the most damage to the Bat-Family since the Joker stripped Bruce Wayne of his fortune. And Barbara still has no clue who Seer really is or why she has it out for them. All they've seen thus far is Seer using a digital disguise to parade as some ghost in the machine. But what is clear is that Seer has a deep hatred against Oracle, claiming that she exists to stop her. What this means is still unclear, but the mystery of who this new player is has begun to unravel.

Regardless of true identity, Seer has basically done what no villain prior has been able to accomplish: Become an evil version of Oracle. Granted, some villains have tried to do what Oracle does by coordinating villains from a remote position. This is best exemplified by the Calculator and he does a decent job of it. But that's a counter to Oracle, an equal almost, but not her true opposite. What Oracle does is help people through the use of accurate information and uniting people across great distances. Seer is the exact opposite.

Since seizing control of the Oracle Network, Seer has done nothing but sew chaos through deceit and manipulation. She is lying to the general public, filling their heads with nonsense to frighten them into making dangerous decisions and she is even misleading the Magistrate, tricking them into thinking they were following Simon Saint's orders when it was really her. This shows a complete disregard for others and only a desire to achieve her own goals.

And she has done all of this perfectly. At this very moment, Barbara has only been able to react to everything the Seer has been doing, always two steps behind as she tries to run damage control and keep the city from falling apart while simultaneously keeping her friends alive. It's not an easy feat to outwit someone as smart as Oracle, but Seer has managed to do it with careful planning, excellent timing, and the use of misinformation to distract one of the Bat-Family's most important members.
