Fujitora embodies the meaning of blind justice. He dogmatically pursues those who attack the innocent and has made it his mission to dismantle the Seven Warlords program. Considering that he would not prioritize capturing Luffy over murdering civilians, he is a man of honor and propriety.

Nonetheless, Fujitoria's position as an admiral makes him an antagonist to the Straw Hat pirates. He is still a servant of the corrupt World Government, an organization that caters to the vile Celestial Dragons.

9 Derieri Only Wanted To Be With Monspeet (Seven Deadly Sins)

Derieri was the Commandment of Purity. As a servant to the Demon King, she opposed the Seven Deadly Sins and even the forces of the Supreme Deity herself. However, Derieri only fights so that she can be with Monspeet, her true love.

When given the option, they absconded to a farmhouse in hopes of shirking their duty to the underworld. Unfortunately, Estarossa tracked them down and killed Monspeet almost immediately. Though Derieri survived for a time, she later joined her partner in the afterlife.

8 Temari Was Never As Bloodthirsty As Her Brothers (Naruto)

When they first made their debut, the Sand Siblings were blatantly antagonistic to Konoha. Kankuro bullied Konohomaru, and Gaara brutally murdered everyone he could. The only member of the trio to act with any semblance of composure was Temari.

As a result, she had less to redeem herself for when the Sand and Leaf villages inevitably joined forces. The only instance of Temari being malevolent was when she gloated over Tenten's defeat. However, haughtiness is especially common among rookie genin, especially when considering heroes like Sasuke, Neji, and even Naruto, and cannot be held against her.

7 Wamuu Was An Honorable Warrior Who Valued A Good Fight (JoJo's Bizarre Adventure)

Wamuu was perhaps the most honorable villain of the entire series. After decisively beating Joseph Joestar in their first battle, he allowed him thirty days in order to become a stronger opponent. He proved so noble that he even let Caesar give Joseph a poison antidote despite the man's attempts to kill him.

Even after Joseph cheated in the chariot race, Wamuu went out of his way to honor the terms of their duel. He would not let Kars' minions interfere with the wounded warrior and died with his dignity intact.

Though the Warrior candidates had sympathetic backstories, they also condoned the atrocities against Paradis. The only titan shifter in Marley's service who never wronged Eren was Lara Tybur, who ironically got killed by him.

As an Eldian herself, Lara has no qualms with the people of Paradis. She only wanted to defend her home, going as far as to lay down her life for the sake of her family. Unfortunately for her, being consumed only made Eren stronger.

Twice has long struggled with the need for friendship. He sought it so badly that he even created copies of himself, later resulting in a nearly fatal existential crisis. Despite being an active member in the League of Villains, Twice does not share Shigaraki or Dabi's malevolence.

While he may playfully taunt the heroes, his only objective is to make friends and be accepted for the man he is. Under better circumstances, Twice easily could have become one of Japan's finest and most prolific heroes.

Although not flagrantly evil, Biscuit Oliva was the main antagonist during Baki's time in jail. Since the young hero wanted respect and to become stronger, Oliva was the man to beat.

Despite Oliva's best attempts at hospitality, Baki would not stop provoking him until he finally agreed to fight. His actions ranged from disturbing his feud with Guevara to sleeping with his girlfriend. As a result, Oliva was forced into battle in order to preserve his reputation as Mr. Unchained.

3 Coyote Starrk Joined The Espada To Satiate His Loneliness (Bleach)

Coyote Starrk was powerful to a fault. He emitted so much spiritual pressure that everything in his path, including many hollows, could not physically stand to be with him. This resulted in a profound sense of loneliness that weighed heavily on his heart.

As a result, he joined the Espada since they were the only people in Hueco Mundo who could endure his presence. Despite the organization's propensity for cruelty and injustice, Starrk remained a gentle man who only fought the Soul Society after being provoked. In the end, he realized that he wasn't as powerful as previously assumed.

Although immediately perturbed that she might expose his secret, Light eventually found a use for her as a disposable pawn. Throughout Misa's relationship with Light, she has been subjected with unapologetic infidelity to nearly getting exposed by L.

Light's villainy is especially egregious when considering that Misa halved her lifespan in order to help further his goals. Though she was not incriminated after Light's death, she lost her purpose and had only a few more years to live.
