There are tons of great villains in the anime universe, some of which are even more popular than the heroes that defeat them. Other villains are well-written, but in most fans' eyes are completely irredeemable for their actions. These villains are usually cool beyond belief and have little care in whose life they do and don't affect.
While most anime give these characters a fitting ending, it's safe to say that there are some that have gotten off way too easily. Some have even been offered a chance at redemption or been totally forgiven.
10 Kyubey Stole Children's Souls
Kyubey is the antagonist of the anime Madoka Magica and one of the cruelest tricksters to ever exist. Kybey takes the appearance of an innocent animal and offers to grant young girls wishes in exchange for them defeating evil witches.
The catch is that he removes the soul from the girl's body, and they will eventually turn into a witch themselves, after a massive amount of suffering. Kyubey's punishment at the end of the show was to simply take better care of magical girls.
9 Junko Enoshima Almost Destroyed The World
Junko Enoshima comes from Danganronpa, a series where she drove the world almost to its end and caused many of her peers to be tortured until they died. It's safe to say she is one of the most disturbing teenagers to ever exist.
In the final showdown with Hajime, she lost and was killed. Sadly, Junko savored every minute of her punishment and even her death as it gave her the ultimate feeling of despair she was looking for.
8 Papa Exploited Children For War
Papa took care of the parasites in Darling in the Franxx and taught the children to hang on to their every word. The kids were promised that they would one day grow up, and Papa led them to fight in devastating battles that would eventually kill them.
Papa showed little to no remorse for the kids and tried to control every aspect of their lives, even resetting their memory when they stepped out of bound. Near the end of the series, Papa simply was absorbed into VIRM.
7 Misa Amane Got Away With Mass Murder
Everyone always talks about how Light was killed at the end of the Death Note, but Misa honestly got away pretty easily. Misa killed tons of people, and while she did mostly follow orders from Light, she is a mass murder with little care for others.
Misa doesn't seem to even go to jail and presumably goes on living her life as normal, which may even include her going on with her fame as a model.
6 Frieza Destroyed Entire Planets
Frieza is one of the most persistent villains in the Dragon Ball Z universe. Frieza is a mass murderer who has taken out countless plants and millions, if not billions, of lives with each one he decided to destroy.
Needless to say, it would have been fitting for him to die on Namek, but he seems to just keep coming back. Even after being sent to Hell, Frieza literally worms his way back into the world of the living.
5 Sailor Galaxia Wiped Sailor Soldiers From Existence
Sailor Galaxia is the last villain in the Sailor Moon series and easily the most evil. She has traveled around space, killing off Sailor Scouts and essentially turning them into nothingness if they didn't choose to serve her.
She did the same with the Sailor Guardians in front of Sailor Moon and killed Mamoru, making Chibiusa disappear from existence. Her ultimate fate was to find love and be reincarnated to have a fresh start.
4 Kayaba Ahiko Imprisoned Thousands of Gamers
Kayaba is from Sword Art Online and invented the game of the same name. He was responsible for imprisoning the players within the game and the deaths of thousands of people who got killed afterward.
He even became the leader of the strongest guild in the world by the end of the series. He did die, but not before being forgiven by Kirito and Asana and redeeming himself in Fairy Dance.
3 Akito Sohma Abused Those Closest to Her
Akito is one of the cruelest shojo villains and causes almost all of the friction in Fruits Basket. Akito attempted to kill the horse Rin, Blinded Hatori in one eye, and abused Yuki for several years of his childhood.
Despite all of this, Akito is pretty much pitied and forgiven by most of the zodiacs, especially Shigure, who wants to marry her.
2 Roswaal L. Mathers Killed His Servants For One-Sided Love
Roswaal is a villain in Re: Zero who basically caused the Sanctuary arc to go haywire. He hired Elsa and her sister to murder the maids at the mansion and summoned the Great Rabbit to the Sanctuary.
At the end of the season, though, he won Ram's affection once again and was forgiven by most of the cast after some scolding.
1 Peter Ratri Sacrificed The Lives of Countless Children
A lot can be said about the ending of the Promised Neverland, where Peter Ratri is from. Peter pulled the strings and was hugely responsible for the farms that grew the children within the demon world.
At the end of the series, he was killed, but right before, Emma offered to forgive him, and he didn't get killed anywhere near as horribly as the children, like Connie did.
