They dodge the hero and drag the plot on, masterfully thwarting each of the hero's attempts. However, some villains are not so lucky. Some villains just cannot win.

Gentle Criminal became a villain because he failed at becoming a hero, and he was not finding much success as a villain either. With La Brava's help, they did find some internet success, but in the end, they were beaten quickly.

9 Pokémon's Team Rocket Is Always Blasting Off Again

The Team Rocket crew has been trying to capture Pikachu and other rare Pokémon since the '90s, but they have found little success. Throughout the show, their ridiculous antics and way too elaborate plans have just sent them blasting off time and time again.

Jessie, James, and Meowth have failed to gain the recognition they desire from their higherups, but they are loved by fans. They are considered icons of the show. Still, this does not do much to help them catch the Pokémon they so desire.

The two Stand-wielding brothers from Stardust Crusaders thought they could take on Jotaro and his friends. One could write the future in a comic strip, while the other could take another's form. However, they comically were thwarted each time as the prophetic comic strips saw the eldest of the two constantly being injured in horrific ways.

In the end, they could do nothing to stop their failure, and they had to give up. Luckily, the two just barely escaped death, but they had a terrible time trying to stop Jotaro.

7 The Oboro Team From The Hidden Rain Failed To Stop Team 7 Twice In Naruto

Fans first saw Team Oboro during the Chunin Exams where they were defeated by Kabuto and Team 7. Their defeat was a close call, but they lost nonetheless. The three genin who made up the team each wore off-white jumpsuits and masks that look like they would help them breathe underwater.

The next time they were seen was when Team 7 escorted Idate Morino, an ex-Konoha shinobi and brother to Chunin Exam proctor Ibiki Morino, on his race for the Wasabi family. This time, the Rain ninja, who were helping Idate's opponent, were swiftly defeated.

However, Naruto believed his sensei and read the scroll in an attempt to learn the shadow clone jutsu before handing it off to Mizuki. Luckily, Iruka-sensei stopped the plot, and Naruto was let off the hook.

Later, in some of the Naruto filler, Mizuki broke free of the prison the Hidden Leaf sentenced him to for his crimes. The Hidden Leaf shinobi were taken on a wild goose chase, but eventually, Mizuki and his fellow escapees were thwarted once again.

Jogo is a firy cursed spirit who cannot win. The only time viewers see him succeed is when he kills the restaurant employees when he is first introduced. He goes up against Gojo Satoru multiple times, and each time he is severely underpowered.

Jogo is an arrogant cursed spirit, and he bites off way more than he can chew, but he has evaded death at the hands of Gojo several times. Unfortunately, his luck runs out when he is pitted against the virtually unbeatable Sukuna.

4 Hol Horse Is Supposed To Be Strong With The Emperor, But He Falls Flat In JoJo's Bizarre Adventure: Stardust Crusaders

Hol Horse was another character who was built up to be strong but continued to fail. However, he did succeed in being a thorn in all the characters' sides. The first time Jotaro and his comrades met Hol Horse, he was working with the person who was responsible for Polnareff's sister's death. This was the only time Hol Horse found success when he seemingly killed Avdol.

Hol Horse never made the same impact as the story went on, and it turned out later that he did not even kill Avdol. The Emperor turned out to be a very weak Stand in Hol Horse's hands.

Emperor Pilaf wants to take over the world, and he needs the Dragon Balls to do it, especially since he and his compatriots seem ineffective, to say the least. They find themselves in such an unhelpful position when they wish for youth using the Dragon Balls. They certainly get it.

Now in the form of children, they once again search for the Dragon Balls. Though they can make more wishes throughout the franchise, it always seems to backfire on them in some way.

It is easy to see why villains like Speed o' Sound Sonic cannot win. In a universe with characters like Saitama, also aptly known as One-Punch Man for his ability to defeat any enemy with just one punch, it is hard to compete. The same is true for Sonic, who tries time and time again but is always defeated.

Despite his ego, all of his training, and his will to win, he just cannot seem to catch a break. That's the unfortunate situation many of the villains in One-Punch Man find themselves in.

The Jiggle Butt Gang has to be one of the most ridiculous creations in anime. They are a trio of eccentric villains and thieves who wear tight, all-black bodysuits and run amok. They act as a thorn in the side of the main characters, and they constitute comic relief, though in a very unasked-for way.

Their main abilities include flatulating to drive away their enemies. Like Team Rocket, they are often sent blasting off by the main characters, who simply just do not have time for their nonsense.
