Many heroes in anime have a power of some sort. However, not everyone wants to have powers, since they usually come with responsibilities or make life harder in some way. Being normal attracts less attention, which is something characters crave, especially when the attention they get is on the negative side.

These characters still manage to use their powers to their advantage in some way, and some either find a way to achieve normalcy or commit to using their powers for the greater good. Although they want to be normal, the fact that they aren't often is crucial in saving the day.

Naruto decided to become a Hokage in order to make his village accept him, since he knew that was the closest he could get to being "normal".
