Surprisingly, anime characters with wings are pretty rare. Considering anime has plenty of people who can move at hyper-sonic speeds, pilot giant robots, or have fought gods themselves, there's a surprisingly scarce amount of characters with wings. Fewer of them still are women rather than men or even just an animal who happens to have wings, but they still exist.
Over the years, there have been a handful of anime to introduce women who fly using wings rather than relying on gravity control like most characters that can fly. And in that small group there's quite a few incredibly powerful women, some of whom are the strongest in their universe.

Rias Gremory is one of the lead protagonists of High School DxD. Called the “Crimson Ruin Princess,” she’s a genius who wields the incredible power to disintegrate any form of matter.
She grants Issei Hyodou his power via her “Chess pieces,” and is capable of powering up any of her servants whenever she wants. Between being from a high-ranking family of devils and running the Occult Research Club, Rias uses her prestige and power to do anything she wants at the school.
9 Monet Has The Ability To Control Snow (One Piece)
Monet was part of the Donquixote Pirates, and took advantage of living in a research facility on Punk Hazard to have her arms and legs replaced to resemble a Harpy. Monet has eaten the Devil Fruit known as the Snow-Snow Fruit, which lets her control snow, as well as transform herself into snow. With this ability, she could turn her wings into ice and use the feathers like blades to fight against enemies.
Monet was also able to merge with snow to move at quick speeds and hide her presence. With her powers, she was able to fight Luffy and Zoro at different points, and though neither went all out against her, she was strong enough to slow them down.

Albedo is a member of the Floor Guardians and one of Ainz Ooal Gown’s closest associates. She’s been programmed to be completely loyal to Ainz, which means she’s generally using her power to protect or help him.
As a Floor Guardian, Albedo is able to deflect any non-magic projectiles, but she can also move at super-sonic speeds and absorb powerful magical spells, even from people more powerful than herself. Lastly, she can also summon level 100 monsters whenever she wants that can fight alongside her.

Carla is a member of the Fairy Tail guild and one of the Exceed, a race of flying, talking cats that come from a world known as Edolas, a planet Fairy Tail visited for an arc. When Carla is first introduced, she doesn’t have much in the way of strength—she’s been gifted with the ability to see the future, but that’s it for her magic.
But after a year of training towards the end of the series, Carla learns how to transform herself into a humanoid form. Along with that, she learns some offensive magic as well as how to fight. Though she isn’t one of Fairy Tail’s strongest mages, she can easily handle large groups of lesser magicians without help from Wendy.

Morrigan is one of the key characters in the Darkstalkers OVA that launched in 1997. She represents one side of the conflict between her and Demitri Maximoff, even though that doesn’t remain the focus when she finds herself fighting against Pyron, an alien who wants to take over Earth.
Morrigan wields a variety of powers as a succubus, including dimensional travel, energy manipulation, and the ability to manipulate those around her to do her bidding. She also fought Pyron, a being that normally goes around absorbing entire planets for his energy, and depending on the ending people played through in the games, she defeated him.

Ramiris is one of the original demon lords alongside Guy Crimson and Milim. She’s been there from the very beginning, and while she’s not respected because of her diminutive size, that isn’t something that should fool people. Thousands of years old, Ramiris must have access to a certain level of mana to even be invited to the Walpurgis conferences. Of course, answers to how powerful she truly is haven’t been shown in the anime yet.

Sylph is a Wind Elemental from Black Clover. In Black Clover, the Elementals all come out periodically and find themselves bonded to a specific mage that embodies their element the best. In Sylph’s case, she’s found by Yuno while the Magic Knights were looking into a dungeon. Sylph immediately finds Yuno’s power and look attractive, and begins spending time with him. She can replenish Yuno’s mana, but she can also merge with him through Spirit Dive and vastly increase his abilities.
3 Fitoria Was Able To Defeat Naofumi's Entire Party (The Rising Of The Shield Hero)
Fitoria was the previous Filolial Queen before Filo. As Naofumi was dealing with increasingly more dangerous enemies from other realms, Filo was one of his strongest allies. Yet against Fitoria, Filo found herself completely outmatched.
Fitoria boasted flight as well as super-speed and high levels of super-strength. Not only was she capable of beating Filo, but she was able to take down Naofumi despite his high defense, and proved to have the ability to cancel spells with her own anti-magic ability.
2 Astraea Has Cosmic Level Powers But She's Not Very Bright (Sora No Otoshimono)
Astraea was a close combat Angeloid that was sent to Earth to kill Tomoki, lead protagonist of Sora no Otoshimono. She’s incredibly powerful, capable of such absurd feats like reality manipulation and even being able to stop time itself. Realistically, she should have been able to instantly get rid of Tomoki, especially since she can move at the speed of light. The main problem is that she’s not very bright, and despite her vast, cosmic-level powerset, that’s always going to be something that keeps her from being as powerful as she’s supposed to be.

The evolved form of Angewomon, Ophanimon is the most powerful version of the Angel Digimon and makes her appearance in both Digimon Adventures and Digimon Frontier. She's one of the three Archangel Digimon. She’s generally nice to those around her, but she won’t hold back against evil Digimon.
Ophanimon's special ability is Eden's Javelin, which hits an enemy with a purifying energy shot from her javelin. Her other major ability is Sefirot Crystal, which creates ten different crystals and fires them at her opponent. She’s got the ability to move at super-speed, and while she's a Mega Digimon she's more powerful than most other Mega-level Digimon.
