The Celestial Dragons were the descendants of the World Government's founding members. Although the most influential characters in One Piece, they were notoriously corrupt, entitled, and sadistic toward those they viewed to be beneath them.

Doflamingo was born a Celestial Dragon and enjoyed the privileges that came with it. When his father, Donquixote Rosinante, took their family to live among the commoners, he quickly became resentful. Over time, his hatred grew so severe that he murdered Rosinante in cold blood.
Given Doflamingo's willingness to use others as his personal puppets, he is a Celestial Dragon both by blood and actions. Ironically, he vowed to destroy the organization since they refused to accept him back into their ranks.
9 Minister Honest Was Gleefully Corrupt
Akame Ga Kill!
Minister Honest was the ironically named main antagonist of Akame Ga Kill!. After murdering the Emperor's parents, he manipulated him to control the capital as a proxy leader. Though glaringly aware of the injustices across the nation, he took glee in his own peoples' suffering.
Disingenuous and materialistic, Honest's royal background would make him an excellent Celestial Dragon. Although he wasn't formidable in combat, marine admirals would be more than capable of protecting him from retribution for his worst sins, whether from Night Raid or enemy pirates.
8 Neito Would Relish Being Above Everyone
My Hero Academia
Neito was the face of Class 1-B in My Hero Academia. Fiercely competitive, he went out of his way to brag about his class' alleged strength regardless of their actual capabilities. Given Neito's inflated sense of hubris and desire to place himself above others, he would make for an excellent Celestial Dragon.
His Quirk would be useful in the One Piece world, as it would allow him to imitate Devil Fruit powers seamlessly. Should Neito employ strong bodyguards using his newfound station, it would make him difficult to target, let alone defeat.
7 DIO Embodies The Celestial Dragons' Worst Traits
JoJo's Bizarre Adventure
As the main antagonist of JoJo's Bizarre Adventure, DIO was particularly sinister. Willing to kill his adoptive father in order to steal the family inheritance, the villain's ambitions eventually evolved into conquering Heaven itself.
Many of DIO's followers worshiped him like a god, a facade that he gladly leaned into. Should DIO become a Celestial Dragon, others would be forced to acknowledge his delusions. This would allow the vampire to step out of the shadows and use his newfound station to destroy the Joestar family for good.
6 Bizeff Was The Chimera Ants' Carnal Minion
Hunter X Hunter
When Meruem's chimera ants took over the NGL in Hunter X Hunter, they still needed a public spokesman. Bizeff was recruited to such a role and given the countries' remaining luxuries in exchange for his services.
Considering that Bizeff was willing to accommodate his nation's conquerors, he lacked any semblance of morality. Worse yet, Bizeff used his newfound influence in order to control throngs of vulnerable women. This strongly resembled the Celestial Dragons' interest in human trafficking as seen in Sabaody Archipelago.
5 Malty Used Her Power For Sinister Gain
The Rising Of The Shield Hero
Malty was one of the most notorious characters in The Rising Of The Shield Hero. As the princess of Melromarc, she used her station in order to defame the Shield Hero and weaken the country's defenses.
Malty's enthusiasm to hurt innocent people for personal gain would make her a welcome addition to the Celestial Dragons. Given that she took full advantage of her noble background to do whatever she wanted, it would be easy for her to overlook or even condone the World Government's worst atrocities so long as her personal interests were maintained.
4 Haumea Loves Controlling & Using Others
Fire Force
Everything about Fire Force's Haumea made her resemble a Celestial Dragon. For example, her Ignition Ability allowed her to control others, and she freely used it against both Sho and enemy companies without regard to their freedom or long-term safety.
As one of the White-Clad's most important members, Haumea did not hesitate when using her rank to send subordinates on dangerous assignments. She didn't care for Charon's safety, dismissing whatever trouble he got into by reasoning that he could handle it. Further, her fashion sense strongly resembled a World Noble's.
3 Willy Tybur Enjoyed Having The World At His Fingertips
Attack On Titan
Willy Tybur was Marley's true ruler in Attack On Titan. Despite his modesty and earnestness, he relished his influence and was able to summon the world leaders to one area. With their concentrated attention, he declared war on Paradis and doomed billions of lives in the process.
Given Willy's background in politics, royal pedigree, and overconfidence in others to protect him, he would make for a compelling Celestial Dragon. Despite his shortcomings, Willy would be one of the most humane characters in their ranks.
2 Pegasus Was The Mastermind Behind Duelist Kingdom
Yu-Gi-Oh!
Pegasus was the main antagonist of Yu-Gi-Oh!'s Duelist Kingdom arc. Pompous and snide, he possessed the elitist attitudes that the Celestial Dragons have come to be known for. Pegasus' ostentatiousness is a major factor when considering him for the position of a World Noble.
He hosted an entire duel tournament on a massive island with over a hundred contestants all for the chance to steal Yugi's Millennium Puzzle. His flair for grandeur and unapologetic waste of money makes him perfect for Mary Geoise and would allow him to integrate into their ranks seamlessly.
1 Ryo Was A Brilliant Manipulator & Cunning Demon
Devilman Crybaby
Ryo was the main antagonist of Devilman Crybaby. In his human form, he was devious enough to frame Akira for a club massacre by using his influence in the media. Considering the Celestial Dragons' distortion of world events, this already suggests that he'd be welcome among their ranks.
Since Ryo was actually a fallen angel, this would make him even more appealing. Because many Celestial Dragons consider themselves gods, having a member who could actually prove his divinity would be a massive boon to their credibility.
