Given Doflamingo's willingness to use others as his personal puppets, he is a Celestial Dragon both by blood and actions. Ironically, he vowed to destroy the organization since they refused to accept him back into their ranks.

Disingenuous and materialistic, Honest's royal background would make him an excellent Celestial Dragon. Although he wasn't formidable in combat, marine admirals would be more than capable of protecting him from retribution for his worst sins, whether from Night Raid or enemy pirates.

8 Neito Would Relish Being Above Everyone

Neito was the face of Class 1-B in My Hero Academia. Fiercely competitive, he went out of his way to brag about his class' alleged strength regardless of their actual capabilities. His Quirk would be useful in the One Piece world, as it would allow him to imitate Devil Fruit powers seamlessly. Should Neito employ strong bodyguards using his newfound station, it would make him difficult to target, let alone defeat.

Malty was one of the most notorious characters in The Rising Of The Shield Hero. As the princess of Melromarc, she used her station in order to defame the Shield Hero and weaken the country's defenses.

Malty's enthusiasm to hurt innocent people for personal gain would make her a welcome addition to the Celestial Dragons. Given that she took full advantage of her noble background to do whatever she wanted, it would be easy for her to overlook or even condone the World Government's worst atrocities so long as her personal interests were maintained.

4 Haumea Loves Controlling & Using Others

Everything about Fire Force's Haumea made her resemble a Celestial Dragon. For example, her Ignition Ability allowed her to control others, and she freely used it against both Sho and enemy companies without regard to their freedom or long-term safety.

As one of the White-Clad's most important members, Haumea did not hesitate when using her rank to send subordinates on dangerous assignments. She didn't care for Charon's safety, dismissing whatever trouble he got into by reasoning that he could handle it. Further, her fashion sense strongly resembled a World Noble's.

He hosted an entire duel tournament on a massive island with over a hundred contestants all for the chance to steal Yugi's Millennium Puzzle. His flair for grandeur and unapologetic waste of money makes him perfect for Mary Geoise and would allow him to integrate into their ranks seamlessly.

Since Ryo was actually a fallen angel, this would make him even more appealing. Because many Celestial Dragons consider themselves gods, having a member who could actually prove his divinity would be a massive boon to their credibility.
