One of Phineas and Ferb's most popular characters was the secret agent Perry The Platypus. He masqueraded as a simple pet platypus while staying with Phineas, Ferb, and the rest of the family. In reality, Perry fought Heinz Doofenshmirtz and stopped his evil plans.
Even though Perry was a platypus and also got trapped many times while working as an agent, he often improvised and saved the day. He also demonstrated a wide range of abilities, from using various weapons to his agility to stop others' evil schemes. Some anime characters' abilities are too limited to defeat him.
10 Toue's Evil Schemes Are No Match For Perry (DRAMAtical Murder)
Toue can use his compelling voice to easily control other humans, but it's unknown whether he can do the same to animals. Toue also has no other abilities to protect himself other than letting his robots and security guards do all the work.
Perry could easily slip past Toue's bodyguards and robots before taking out Toue on his own. He might have some trouble if Toue forced him to play a deadly game of Rhyme, but Perry is quick to adapt to most situations and would eventually defeat Toue.
9 Perry Would Easily Foil Ishtar's Plans (Is It Wrong To Try To Pick Up Girls In A Dungeon!?)
Ishtar was extremely crafty and cunning. As the Goddess of Love, she could instantly charm many people and make them do almost anything she wanted. However, since Perry could pretend to be a harmless platypus when approaching her, Ishtar would not bother dealing with him until it was too late.
Perry could easily slip past all of her security, sneak up on Ishtar, and take her out with a few quick hits before she could charm him. It is also unknown whether Ishtar can charm beings other than animals. Perry would have a bigger advantage if she can't.
8 Perry Would Send Team Rocket Blasting Off Again (Pokémon)
Similar to Doofenshmirtz, Jessie, James, and Meowth from Team Rocket would have access to devious traps and devices to steal Pokémon. However, Perry is versatile enough to slip out of most traps, so he could easily free himself.
After escaping the trap, Perry could quickly figure out how to destroy any Pokémon-stealing machines Team Rocket has and sent the entire team blasting off again. Perry is too smart, agile, and adaptable for Team Rocket to outdo him unless they were extremely lucky.
7 Albert Maverick's Schemes Would Be Easily Foiled (Tiger & Bunny)
Albert Maverick can alter others' memories, which helped him initially evade punishment for killing Barnaby's parents. However, Maverick has no other abilities to defend himself. Perry could easily knock him out if he got the jump on him.
Maverick might have the advantage if he mind-controlled Perry and persuaded him that he was good, but Perry would break through the brainwashing and swiftly defeat him. It's also unknown whether Maverick's mind-control abilities affect animals. Perry would have a bigger advantage if Maverick's abilities don't affect him.
6 Perry Could Defeat Pecorine Easily (Princess Connect! Re: Dive)
Pecorine is one of the toughest swordswomen in Princess Connect! Re: Dive. She easily defeated many foes with her Princess Strike attack and she led the Gourmet Guild to victory several times. Perry, however, has more combat experience than Pecorine and used a wider variety of weapons and tools to save the day.
He can also use whistles to summon help from animals, such as the bats he called in to free himself from being trapped in the Doonkleberry cake mix. Pecorine would put up a good fight against Perry, but she would lose since she has limited abilities.
5 Shalsha's Attacks Wouldn't Affect Perry (I've Been Killing Slimes)
Shalsha tried getting revenge against Azusa and specifically trained her magic to defeat her. However, Shalsha's plan failed since she was a glass cannon who was vulnerable to anyone else attacking her. Perry could just hit Shalsha once and instantly knock her out, leading to an easy victory.
Since Shalsha's powers only worked on Azusa, Shalsha would not damage Perry at all with her attacks. This would give Perry an easier time getting close to her before hitting her once and defeating her quickly. The only way Shalsha would threaten Perry is if her powers also worked on platypuses.
4 Perry Could Easily Escape Yamai's Grasp (Komi Can't Communicate)
Yamai attempted kidnapping and murdering Tadano to get Komi all to herself. However, if Perry was captured along with Tadano, he could easily slip out of his bindings. Perry's many experiences being trapped by Doofenshmirtz and escaping afterward would help him escape Yamai's grasp and help rescue anyone captured by her.
Even if Yamai attempted killing Perry with chopsticks, Perry could improvise and disarm her easily with his quick reflexes. He also has a wider variety of tools to help him stay mobile, making it difficult for Yamai to stop him in his tracks.
3 Perry Could Easily Beat Up Azzurro Vanel & Get Him Arrested (Black Butler)
Azzurro Vanel has a whole group of men backing him up. Together, they briefly kidnapped Ciel Phantomhive, forcing his butler Sebastian to rescue him. However, Azzurro barely put up a fight. Perry, with his expansive skillset, would beat him in a one-on-one fight and get him arrested for his crimes.
Azzurro has some experience using firearms, but Perry would quickly disarm him and get him handcuffed to the closest piece of furniture before he could land a hit on Perry. Perry's smaller size and agility would make it difficult for Azzurro to shoot him, which further gives Perry the win.
2 Alvida Would Be Outdone By Perry's Improvisation & Agility (One Piece)
Alvida would lose against Perry, especially if Perry met her before she consumed a Devil Fruit and rose in the ranks later in One Piece. Her hot temper would do little to help her shoot down the platypus agent, and she could not do much individually.
It might be harder for Perry if he fought her after she ate a Devil Fruit, since eating the Sube Sube no Mi made most attacks slide off Alvida's body. However, he would quickly adapt to the situation and eventually defeat her.
1 Catarina Claes Has Limited Magic Skills & Battle Experience (My Next Life As A Villainess)
Catarina Claes has limited magical abilities and battle experience. She could use her Earth Bump spell to trip Perry if he tried attacking her, and she has some physical strength. However, Catarina is more likely to talk her way out of battling Perry than fight him herself.
Perry has too much combat experience to have a fair fight with Catarina and he would easily defeat her despite her best efforts. It would be easier if both worked together to take down enemies than fight each other. Catarina's knowledge of her world and everyone else residing in it would provide much information for Perry and help him devise strategies to stop others' evil schemes.
