#13 on the countdown is "The Night the Mob Stole X-Mas!" from Brave and the Bold #148 by Bob Haney, Joe Staton and Jim Aparo.

The issue opens with Batman encountering Plastic Man, who was on hard times and working as a Salvation Army Santa Claus. Then, however, Gotham's entire Christmas Display is STOLEN! Batman tracks down Plastic Man, who was stolen along with the decorations (because they needed a Santa Claus)...

It turns out that this whole thing involves a "butt-legging" operation (smuggling bootleg cigarettes) that two rival criminal organizations were involved in.

Plastic Man sends Batman on the way to Florida...

A mobster is retiring and he has Gotham City's Christmas decorations shipped in to send himself off in style. However, it is all a tap for his competitors!

In the end, they ship the stuff back to Gotham City just in time!

What a bizarrely awesome comic book story. Bob Haney was an odd little duck.
