Reader Jamie T. suggested Domu: A Child's Dream by legendary writer/artist Katsuhiro Otomo, a classic tale of a man tormenting his apartment complex with his telekinetic and telepathic powers.

The story opens with the police investigating a mysterious suicide (a man throws himself from a roof that he could not have possibly had access to). Upon looking into things, they learned that the complex has had many similarly mysterious deaths in the complex.

One of the inspectors discovered the killer - it was a seemingly senile old man that has powerful mental powers. He can telepathically possess people or telekinetically throw them from rooftops. He keeps a memento of all of his kills that he wears when he kills (it is super spooky looking). He kills the inspector, so his identity is known to the readers but not to the people of the apartment complex.

Anyhow, a young girl moves into the complex who also has powers and she eventually becomes his nemesis (you would think that this would be a bizarre coincidence, but according to Otomo's work, every third person in Japan has mental powers). The old man torments her in a chilling sequence that Jamie specifically cited as wanting me to reference.

The rest of the work is just as good. Dark Horse had the rights (which is where the above scans came from), but they let them lapse. I wish someone would reprint this story.
