In The Art of Star Wars: The Rise of Skywalker, the creatives behind the concluding chapter of the Skywalker Saga delve into the cruel machinations of the First Order—and their horrific early actions. Supreme Leader Snoke/Emperor Palpatine's recruitment of Ben Solo/Kylo Ren was purposeful, as the First Order deliberately targeted the children of the leaders of the old Rebellion. This also explains the First Order's kidnapping of Jannah, who is confirmed to be Lando's daughter in the art book.

Here's a statement from Star War: The Rise of Skywalker screenwriter Chris Terrio that is featured in the new book:

"The first people that the First Order targeted were leaders of the old Rebellion; they went for their kids. They went for Lando's daughter. They went for Ben Solo, which begins to make more sense when you look at the wider context of their machinations -- the long-term plan."

Supreme Leader Snoke's desire to recruit children who were leaders of the old Rebellion proved to be a successful tactic. The novelization of Star Wars: The Last Jedi details how Supreme Leader Snoke manipulated a young Ben Solo in order to target Luke and destroy the Jedi Order. After a fateful confrontation between Luke and Ben Solo, in which the former attempted to murder the latter after sensing the darkness inside of him, Luke's Jedi Temple was destroyed and Kylo Ren was born. Luke Skywalker went into hiding due to his inability to turn his nephew away from the Dark Side.

Jannah and Finn, formerly known as FN-2817, were victims of Project Resurrection, an operation supported by the First Order and its ally Jinata Security. The purpose of Project Resurrection was to capture thousands of children across the galaxy and train them into becoming new stormtroopers of the First Order. Neither Jannah nor Finn could remember anything about their lives before the First Order. A canceled storyline in Star Wars: The Rise of Skywalker would have featured Finn finding a long-lost sibling stranded on a garbage planet similar to Lotho Minor.

Emperor Palpatine's seduction of Kylo Ren and the kidnapping of children like Jannah was a key tactic for building the First Order and getting revenge against the leaders of the old Rebellion. In addition to turning Luke Skywalker away from the Jedi Order, it is heavily implied that Ben Solo's turn to the Dark Side ruined the relationship between Han Solo and General Leia Organa. Palpatine sensed that Solo was a formidable Force user due to his bloodline and seized upon the opportunity to lure him into the Dark Side. All told, this latest bit of information proves just how nefarious the First Order really was.
