In a year when the electorate is clamoring for change, voters are turning to an outsider who promises he -- and he alone! -- can deliver the kind of change and security they long for. That outsider is, of course, Oswald Cobblepot.

The once and future Penguin, played by Robin Lord Taylor, shook up the political establishment in this week's episode of "Gotham" by announcing his candidacy for mayor, torpedoing a scheme by Aubrey James to return to city hall. Wasting no time, the Cobblepot campaign has released its first TV ad and poster, both promising to "Make Gotham Safe Again."

It's not exactly "A Chick in Every Pot" or "Change We Can Believe In," but it has a certain ring to it -- one that will undoubtedly strike a chord with Gotham residents rattled by the chaos unleashed by Hugo Strange's creations.

However, as Cobblepot points out in the TV spot, those aren't the only "monsters" walking the city's streets. "Not those horrible abominations birthed by Hugo Strange," he says, "but those that betrayed your faith for their own gain. I vow to rid Gotham of its true villains: the ones holding elected office!"

And, like a certain other political figure, Cobblepot is running as a "peace and order" candidate. So, vote for Oswald Cobblepot. What could possibly go wrong?

"Gotham" airs Mondays at 8 p.m. ET/PT on Fox.
