ICON

Milestone Returns Icon

At the head of the rejuvenated Milestone Universe is the powerful superhero Icon, an extraterrestrial who was stranded on Earth for centuries after crash-landing on the planet and taking on the human form of Augustus Freeman. As Augustus -- whose true alien identity is Arnus -- waited for humanity's technology to catch up to his own and provide him the means to return home, Icon was shocked by how divided and barbaric civilization was on Earth, preventing it from realizing its true potential.

Created by Dwayne McDuffie and M.D. Bright in 1993's Icon #1, Icon has superhuman strength, speed, endurance, flight and enhanced senses on par with Superman due to Icon genetically altering his own makeup to better blend in with humans, unintentionally giving himself powers beyond his native race. Icon can also project energy blasts and force fields, possesses an accelerated healing factor and drastically slowed aging once he hit adulthood.

ROCKET

Milestone Returns Rocket

The issue largely follows the perspective of Raquel Ervin, a teenager who grew up in the poorest neighborhood of Dakota, the primary setting for Milestone Media. Breaking into Augustus' home to steal a typewriter for fear of being tracked by the government on her phone, Raquel runs into the extraterrestrial hero during the break-in. Icon immediately senses that Raquel isn't a villain as she appeals him to use his incredible abilities to help the world starting with her neighborhood.

Raquel was also created by McDuffie and Bright in Icon #1, with Icon giving Raquel his advanced technology so she can become his sidekick Rocket. Fueled by Icon's technology, Rocket possesses superhuman strength, flight and the ability to project energy blasts and generate a forcefield.

STATIC

Static Shock using his static powers in DC Comics

The most popular superhero from Milestone, Static, has a memorable appearance in Milestone Returns Zero, complete with a revised origin. Virgil Hawkins is a classmate of Rocket's who is frequently ostracized by bullies at his high school. While attending a Black Lives Matter protest disrupted by violent counter-protestors, Virgil ingests an experimental tear gas unleashed by the police that causes unlocks a set of electricity-based superpowers.

As the flagship character for Milestone Media, Static was created by McDuffie, Denys Cowan, Michael Davis and Derek T. Dingle in 1993's Static #1. Virgil's electromagnetic powers make him able to fly, generate electrical charges and create protective fields as an extension of Earth's electromagnetic field. Static became a generational icon in his DC Animated Universe thanks to his cartoon series Static Shock, and a live-action Static Shock film is currently in development by Milestone.

DUO

Milestone Returns Duo

Two of the new characters introduced in the special are Kelly and David, a pair of Asian-American scientists who are also in a serious romantic relationship. After an experiment to restore withered tissue in plants goes horribly wrong while they are caught in an embrace in the immediate vicinity, the two's bodies and minds are merged into a single composite being taking on the moniker Duo.

This new character is created by Greg Pak, Khoi Pham and Scott Hanna in a two-page sequence, with their creation observed by Icon and Rocket from his surveillance technology. The character appears to be a twist on the old Milestone superhero Xombi, created by Cowan and John Rozum in 1994's Xombi #0. That character was Daniel Kim, a Korean-American scientist who was resurrected by his assistant Kelly through an experimental serum, with the process accidentally consuming Kelly to become part of David's body.

DHARMA

Milestone Returns Dharma

While Icon and Rocket are observing the rise of heroes across their world, they themselves are mysteriously being watched by Dharma. The mystical figure notes that the sudden influx of super-powered beings is no coincidence, and it's an apparent part of his machinations to prepare humanity for a coming war.

Created by McDuffie and Cowan in 1994's Hardware #11, Dharma was eventually revealed to be behind the creation of Big Bang, the mutagen that gave powers to heroes like Static as part of his master plan to create more superheroes in order to prepare humanity for an unseen war. Dharma can tell the future of any object he touches, and he can also generate energy blasts and manipulate power and matter to his will.

THE MYSTERY VIGILANTE

Milestone Returns Vigilante

One of the new characters introduced in the special is a mysterious winged vigilante who acts with unrelenting fury in a sequence by Hudlin, Denys Cowan and Bill Sienkiewicz. As Icon and Rocket observe the figure menace an interracial couple, Icon notes that this mysterious character attacks anyone he sees as deserving his brand of "justice," with no regard for the actual law. With his twisted moral code and warped worldview, it seems all but certain that he'll have a showdown with Static or Milestone's other heroes in the near future.
