Although viewers have been told to expect Clifford DeVoe, the DC Comics villain better known as the Thinker, as a major threat in the fourth season of The Flash, there are no shortage of metahumans to menace Barry Allen. Take, for instance, Ramsey Deacon, the technology-controlling foe introduced in the second episode of the season.

Little is known about Deacon, played by Dominic Burgess (The Magicians, Doctor Who), as the newly released synopsis for the episode, titled "Mixed Signals," refers to the character simply as "a dangerous meta who can control technology." Additionally, there doesn't seem to be any DC Comics counterpart for Ramsey Deacon, so it's possible he was created specifically for the series.

Here's the full synopsis for "Mixed Signals":

Barry (Grant Gustin) has his hands full when he takes on a dangerous meta (guest star Dominic Burgess) who can control technology, while also confronting an obstacle in his personal life: the ramifications of abandoning Iris (Candice Patton) for six months to balance the Speed Force. Meanwhile, Gypsy (guest star Jessica Camacho) breaches in for a hot date with Cisco (Carlos Valdes), but she gets annoyed when his work keeps them apart. Alexandra La Roche directed the episode written by Jonathan Butler & Gabriel Garza (#402).
