According to Deadline, the If Loving You Is Wrong and Fear the Wallking Dead actress will play Tori, the cunning younger sister of villain Tobias Whale. Her character's charming disposition is described as "just a facade as she can be just as deadly as Tobias, an exciting threat to the people of Freeland." The character appears to have been created specifically for the show, as she has no comic book counterpart.

Black Lightning reunites Findley with executive producer Greg Berlanti after the two worked together on Brothers and Sisters which he also executive produced.

Created by Tony Isabella and Trevor Von Eeden, Black Lightning debuted in 1977 in Black Lightning #1 as the first major African-American superhero at DC Comics. The first season of the upcoming super hero drama will see Jefferson Pierce going up against Tobias Whale, a mobster who heads up the One Hundred in DC Comics canon.
